The Study Of Emergency Response Capability In Public Health Emergencies Of Health Supervision At County-level

The Central Committee of the CPC has put forward the idea of "improving the mechanism of response to public health emergencies as well as prevention and control of major diseases" in several important meetings.It shows our attitude and determination to deal with public health emergencies.With the reform of economic system and social development,public health emergencies occur frequently.Inaccurate notification of public health emergencies may lead to information distortion that may cause public panic,threats people’s property and life,affecting social harmony and stability.County-level health supervision institutions play an important role in coping with public health emergencies at grass-roots level.Meanwhile,these instiutions are not capable enough for public health emergencies.How to improve the public health emergency response system is a vital problem that needs to be paid attention to by local and county health supervision institutions.Based on the study of a large number of domestic and foreign literature,combined with our own work practice and the concept of emergency management theory,we analyzed the current situation of county-level health supervision institutions in dealing with public health emergencies,found the shortcomings and problems,made a detailed analysis,and found out the causes.Then we used Delphi expert consultation method,analytic hierarchy process and other research methods to screen the emergency capacity indicators of public health emergencies and to construct the evaluation index system model of emergency capacity.We used the evaluation model to make an empirical evaluation of 93 county-level health supervision institutions in S province,and evaluate them.Based on the results of the study,the emergency response capacity of the sample county-level health supervision institutions was divided into three stages: pre-event,in-event and post-event.Measures and suggestions were put forward to enhance the emergency response capacity of the county-level health supervision institutions and reduce the occurrence of public health emergencies.In this paper,Delphi method and analytic hierarchy process are used to screen the evaluation index and build the evaluation model.Six first-level indicators,20 second-level indicators and 57 third-level indicators are screened out.With these indicators,we constructed the evaluation index system of emergency response ability of county-level health supervision institutions,evaluated the samples empirically,which provided the basis and method to further study the emergency response capability of health supervision institutions.In order to enhance the emergency response capacity of county-level health supervision institutions to public health emergencies,we put forward the following suggestions:1.Strengthen the construction of prevention work in advance of public health emergencies.The boundaries of authority and responsibility of departments should be gradually clarified.The functional division of county-level health supervision institutions should be further improved.We should also build a sound data and information sharing platform to consolidate the basis of early risk warning and assessment of public health emergencies,improve the legal security system for public health emergencies,and use legal and administrative means to strengthen health supervision.2.Optimize the disposal of public health emergencies.We need to strengthen supervision,establish a division of responsibilities system,build public health emergency transmission channels based on the internet media,actively explore emergency reserve management,information circulation and communication,and further improve public participation.3.Improve the recovery mechanism after public health emergencies.We should further strengthen the skills training of public health emergencies,improve the coping skills,and gradually formulate an afterwards feedback system,increase public opinion guidance,ensure information transparency,and do a good job of information feedback.Emergency capacity evaluation of public health emergencies is a huge and interconnected systemic engineering.Thus,improving the emergency capacity of county-level health supervision institutions is not an easy task.In this paper we made a preliminary study and discussion on the evaluation of emergency capacity of county-level health supervision institutions,and put forward some pertinent suggestions for the government,in order to provide better reference and basis to improve the emergency capacity of public health emergencies.
