Research On The Service Capacity Of Maternal And Child Health Institutions In Less Developed Areas Of Guangdong Province

Women and Children's health indicators are recognized as the most basic health indicators internationally.They are also comprehensive indicators to measure economic and social development and human development of a country.Maternal and Child Health System is the earliest public health system built in China.After about 70 years of construction and development,China has gradually formed a maternal and child health service system based on maternal and child health institutions at all levels,which other medical and health institutions and teaching and scientific research institutions provide technical support,and grass-roots medical and health institutions provide foundational supports.The maternal and child health institutions,as important carriers to assist government departments in fulfilling their social responsibilities and developing maternal and child health undertakings,have played an important role in improving the level of maternal and child health in China.The core indicators of maternal and child health level,namely,the "two rates"(child mortality and maternal mortality)have declined.The health status of women and children has been continuously improved.Additionally,the maternal and child health services have been widely used and obviously strengthened.On the other hand,due to regional differences and uneven foundations,the medical service capacity of most municipal and county-level maternal and child health institutions is relatively weak,and the overall development of maternal and child health is still insufficient.The paper chooses the service capacity of maternal and child health care institutions in underdeveloped areas of Guangdong Province as the research objective.Guided by the basic theory of new public management and new public service,by means of focus group interviews,Delphi Methodology,social surveys and statistics analysis,the paper analyzes the basic situation of service capacity of maternal and child health care institutions in underdeveloped areas of Guangdong Province.Furthermore,the paper systematically analyses the basic situation of service ability of maternal and child health institutions in underdevloped areas of Guangdong Province in detail from three aspects: structural service capability,procedural service capability and resultant service capability,and points out the existing problems and causes.Combined with the actual situation of Guangdong Province,the paper puts forward some measures and suggestions to improve the service capacity of maternal and child health institutions in underdeveloped areas of Guangdong Province,including increasing local governmental investments in infrastructure construction,promoting the construction of four major business departments of maternal and child health institutions in counties and districts,assisting in graded diagnosis and treatment to women and children by the application of Internet Networking,establishing incentive mechanism to attract medical talents from developed areas,promoting the reform of salary system in public hospitals to encourage obstetrics and pediatrics,etc.The paper provides not only feasible suggestions for improving the service capacity of maternal and child health institutions in Guangdong Province and even in the whole country,but scientific basis for the implementation of "One Law with Two Guidelines",aiming to reduce infant mortality and maternal and child health in China.Moreover,the paper makes a difference to the development of maternal child health career and contributes the improvement of maternal and child health level.
