Research On Negotiating Machine Of Medical Service Price

Research objective: to determine the core elements of the medical service price negotiations confirmed that negotiations main body responsibility,negotiators should follow the principle of negotiations and negotiation involves the main content and related basis,establish regulatory,multi-level and medical service price negotiations for the fine management of core mechanism as well as relative auxiliary mechanism,in order to construct and the situation of our country medical service price negotiation mechanism,provide a reference for the future reform of medical service prices policy advice.Research methods: literature review,questionnaire survey and power-benefit matrix analysis were used.Literature research method is to summarize the negotiation theory,stakeholder theory and relevant application of Mitchell scoring method in the field of medical and health care through consulting relevant domestic and foreign literatures,providing a theoretical basis for the mechanism construction of this paper.Interview survey method,through inviting relevant personnel to fill in a questionnaire to determine the negotiation subjects of medical service price negotiation,and classify the stakeholders into core stakeholders,potential stakeholders and marginal stakeholders to provide data support for the follow-up work;Power-interest matrix analysis,according to Mitchell classification,from the power,legitimacy,urgency of the three parties in the price of medical services to negotiate the main body of interest relevance classification.Research contents: 1.Study the current pricing methods and existing problems of medical service in China.2.Summarize the negotiation theory,stakeholder theory,and relevant application of Mitchell scoring method in the medical and health field,as well as the current domestic and foreign research on medical service price.3.Identify the negotiation subjects in the negotiation mechanism of medical service price through the form of questionnaire,and give Mitchell score to them.4.Conduct power and interest matrix analysis on the identified subjects of medical service price negotiation,and classify them,so as to judge the power and interest.5.Design the negotiation mechanism of medical service price on the basis of determining the negotiation subjects and relevant interest demands.6.Discuss the negotiation mechanism of medical service price and put forward relevant Suggestions.Research results: 1.At present,the price of medical services in China is mostly guided by the government,while the DRG mode is commonly used for price payment in the world.The national policy proposes to integrate the negotiation mechanism into the process of setting the price of medical services,so the construction of the negotiation mechanism of medical services is proposed.2.This paper argues that conforms to the medical service price negotiations main body are: social public hospital managers,social medical insurance institution,new farming and clearing institutions,health administrative organization,the development and reform commission,finance departments at all levels,drugs,medical equipment supplier equipment suppliers,patients and their families,grass-roots health services;3.According to the Mitchell score results,interests of the subjects in the negotiation of medical service price are classified into core interests,potential interests and marginal interests.4.Identified the core elements of the negotiation mechanism of medical service price,including the positioning and responsibilities of the subject,the content of negotiation,the basis to be followed by negotiation,and the corresponding negotiation principles and modes;5.Built the core mechanism of medical service price negotiation,including: subject selection mechanism,interest distribution mechanism,cost payment mechanism,and overall purchase mechanism;6.An auxiliary mechanism for price negotiation of medical services is constructed,including a supervision and restraint mechanism,a responsibility investigation mechanism,a social trust mechanism and an information sharing mechanism.Research Suggestions: 1.Diversified subjects participate in it,implement network management,and determine the interaction between subjects;2.Define multiple objectives and strive to achieve balance of interests;3.A common governance structure dominated by government governance and dominated by social governance;4.Implement incentive and constraint strategies for medical service providers;Innovative: 1.Innovation in topic selection: currently,there are few studies on price negotiation of medical services in China,so this topic is relatively innovative.2.Method application innovation: this paper creatively applies Mitchell scoring method and rights-benefit matrix analysis to the confirmation process of negotiation subjects;3.Mechanism content innovation: this paper constructs the core elements,core and supporting mechanism design of the medical service price negotiation mechanism,creatively combines the core mechanism with the auxiliary mechanism to construct the theoretical model.Research purposes: The adjustment of medical service price policy not only affects the changes of medical expenses of patients and salaries of medical staff,but also the changes of compensation mechanism of public hospitals,payment policies of third-party payment institutions and the level of financial compensation.It can be seen that the adjustment of medical service price must be based on the premise of balancing multi-interests.Therefore,this study will define and classify the stakeholders involved in the price negotiation of medical services by analyzing the stakeholders involved in the price negotiation of medical services.Through the power-benefit matrix analysis of the power characteristics and interest demands of the main body of medical service price negotiation,this paper provides a rule framework design for the establishment of multi-party participation in medical service price negotiation mechanism,and provides a reference for the scientific and fine pricing of medical services and the exploration of diversified pricing mechanism.Research methods: Documentation research,questionnaire survey and power-benefit matrix analysis were used.Literature research method,which power,legitimacy and urgency.The results are as follows: 1.Summarized the negotiation theory,stakeholder theory,and the application of Mitchell scoring method in the research of medical service price pricing,as well as the related research on medical service price at home and abroad.2.This paper argues that the main negotiating bodies of medical service price include: public hospital managers,social medical insurance institutions,new rural cooperative medical settlement institutions,health administration institutions,development and reform committees at all levels,financial departments,drug suppliers,medical equipment suppliers,patients and their families,grass-roots health service institutions.3.According to Mitchell's score,the stakeholders of medical service price are classified into core stakeholders,potential stakeholders and marginal stakeholders.4.On the basis of defining the negotiating subject and analyzing the power and interests of the negotiating subject,the formation mechanism of multi-party equal participation in price negotiation is designed.The core elements of the mechanism mainly include the positioning and responsibilities of the subject,the content of the negotiation,the negotiating basis of the negotiating subject,the principles and negotiating modes that the negotiating subject should follow.5.The core mechanism of medical service price negotiation: main body screening mechanism,benefit distribution mechanism,payment mechanism,group purchase medical service mechanism. 6.Auxiliary mechanism of medical service price negotiation: supervision and restraint mechanism,accountability mechanism,social trust mechanism and information sharing mechanism.Research recommendations: 1.Diversified participation of subjects
