A Study On The Impact Of Population Flow On The Participation Of Basic Medical Insurance In China

The perfection of the medical security system is related to the medical level and health status of the people,and it is also an important index to judge the overall welfare level of a country.At present,China is speeding up the establishment and improvement of a multi-level medical security system with basic medical security as the main body,supplemented by other forms of supplementary medical insurance and commercial health insurance,covering urban and rural residents.As an important part of the medical security system,basic medical insurance plays an important role in improving the medical security system and improving the level of national medical security.The data show that the number of floating population in China from 2011 to2016 is 230 million,236 million,245 million,253 million,247 million and 245 million respectively,accounting for about one sixth of the total population.On the one hand,these floating people have made tremendous contributions to promoting rapid economic development,accelerating urbanization construction and improving the level of regional economic development,on the other hand,because of the existence of urban and rural basic medical insurance in China.Dualization,fragmentation and other characteristics make the floating population because of the household registration system,medical policy and other reasons at the edge of the social medical security system,unable to see a doctor in the inflow area or household registration.How to effectively avoid the disease and health risks of this group and let them fully enjoy social welfare while improving their living standards is a problem that must be solved on the road to improve the medical security system.Based on this,from the perspective of population mobility,this paper firstly reviews and analyses the development of population mobility and basic medical insurance system in various periods since the founding of the People’s Republic of China through collecting and summarizing the relevant research results at homeand abroad.Then,it selects the data of the National Mobile Population Department of the National Health and Family Planning Commission for the dynamic monitoring of the floating population in 2016,and describes the data.Sex statistical analysis of the current situation of population mobility and basic medical insurance in China,then select relevant variables,establish a multi-level binary Logit model,using empirical analysis method to explore the impact of population mobility on basic medical insurance,and finally draw relevant conclusions,and on this basis make recommendations.The main conclusions of this paper are as follows:(1)There are significant differences in the performance of basic medical insurance(New Rural Cooperative Medical System,Urban and Rural Residents’ Medical Insurance,Urban Housing Insurance and Urban Vocational Insurance)among different floating groups(city-county,Province-City and province-province)which are differentiated by the scope of flow;(2)the individual,social and economic characteristics of the floating people have a significant impact on their participation in all kinds of basic medical insurance;(3))The influence mechanism of population mobility on basic medical insurance participation: population mobility changes the life,social and economic environment of migrants from the scope,time and area of migration,thus further affecting their choice of insurance participation.The perfection of the medical security system is related to the medical level and
