Aging is a life course that humans can't overcome today,and disease and physiological dysfunction are accompanied by aging.By the end of 2017,the number of elderly people aged 60 and over has reached 240 million,of which 40.63 million are disabled and half-disabled,and nearly 10 million are completely disabled.China's old-age care is faced with the situation of “rapid population aging,old before getting rich,not prepared before the old,empty nest,age with fewer children”.As a capital of Sichuan Province,Chengdu has entered an aging society and brought new opportunities and challenges to the development of Chengdu.Therefore,research to improve the level of medical integration in Chengdu is of great significance to how to accelerate the development of Chengdu's old-age industry and implement a healthy Chengdu strategy.Based on the theory of government management function,fairness and justice,Maslow's hierarchy of needs and other theoretical knowledge,this paper combs and investigates the health care integration policy issued by Chengdu,finds out the current situation of the development of the health care integration work in Chengdu,finds out the main problems existing in the work process,and analyses them.The deep-seated causes of the problems and the actual situation of Chengdu City,put forward targeted solutions,for the government departments to continue to improve the work of the combination of medical and nursing more powerful empirical basis.In order to further implement the Law on the Protection of the Rights and Interests of the Elderly,safeguard the medical needs of the aged population registered in Chengdu,and enhance their happiness index,in the past five years,the Chengdu Municipal Government has formulated a series of policies and measures to promote and improve the integration of medical care and maintenance,which has promoted the development of the integration of medical care and maintenance in Chengdu from the aspects of promoting mechanism,social security,financial support and personnel training,and has greatly improved it.The supply,convenience and standardization of the combination of medical care and maintenance,the combination of medical care and maintenance resources,medical treatment + community,medical treatment + family and other modes of the combination of medical care and maintenance have also been explored and developed to varying degrees,to a certain extent,to better meet the needs of the elderly.But at the same time,due to the imperfect system,limited government guidance,imperfect old-age security measures,incomplete market-leading role,talent constraints,increased economic costs,population growth and other reasons,the superimposed dividends of the Chengdu municipal government's health-care integration policy have not fully appeared,the relevant policies have not been fully implemented,and there is still a supply of health-care integration.There are still obstacles and difficulties for the elderly to seek medical care and provide for the aged,such as insufficient total amount,lack of restrictive supervision and low awareness of policies.Based on the actual situation of Chengdu,this paper also puts forward some measures,such as improving the promotion mechanism,optimizing the scientific allocation of resources,strengthening supervision and management,improving incentive mechanism,increasing multi-stakeholder investment,improving guarantee mechanism and strengthening work publicity,in order to better promote the development of Chengdu's combination of medical care and maintenance,so as to make the elderly "old with medical care" and "old with maintenance",so as to promote medical care for the next step of Chengdu City.References and suggestions are provided in connection with the work.
