As social and economic developing and lifestyles changing,disease spectrum and causes of death are changing.Major diseases,especially chronic diseases,are increasingly becoming a major threat to the healthy lives of rural residents.The purpose of the major disease protection system is to reduce the economic burden of diseases for patients with major diseases,and to safeguard and guarantee the right of life and health for patients with major diseases.Since the establishment of the new rural cooperative medical system in 2003,the implementation of the major illness insurance in 2013 and the follow-up medical assistance system,the major disease security system has been gradually improved.However,what is the actual level of the major diseases protection achieved for the rural residents,and in what extent of the protection can guarantee the patients of major diseases to avoid the poverty for disease.In this paper,the method of stratified random sampling is used to select four sample areas in Jiangsu Province,such as Liyang City in the south of Jiangsu,Dantu City,Gaoyou City in the middle of Jiangsu,and Dafeng City in the north of Jiangsu,and conducted three times for obtaining and updating relevant data during 2015-2018.On the basis of this field investigation,this paper firstly uses the ratio of expenditures of major disease security to agricultural GDP in 2014-2017 to calculate the actual level of protection for major diseases of rural residents,and mainly conduct the appropriate level of major disease protection from the following two aspects,one of which is to use the development coefficient of the major disease security to study the relationship between the major disease security level and economic development level;Another one is to learn from the theoretical model of suitability level of social security,which is to measure the appropriate level of major diseases protection for rural residents in the sample area.The study found that the level of major disease security in the sample area in 2014-2017 was significantly higher than the level of economic development,and the fluctuation range was large.Although the level of major disease security is developing too fast,only the level of major disease securityin Liyang and Gaoyou City is at a moderate level.In other sample areas,the major disease security level is less than the lower limit of the appropriate level.The major disease security level is difficult to guarantee the demand of protection for patients with major diseases,and has not been synchronized with the level of social and economic development.On this basis,this paper uses gray correlation analysis method to explore the factors affecting the level of major disease security,which is found that the factors in each sample area are not the same according to the degree of relevance,but on the whole,the main factors,the proportion of the elderly population,the benefit rate of major diseases and agricultural GDP,are the three key factors.The deepening of the degree of aging,the increase of the beneficiaries of major diseases,and the development of rural economy are all positively related to the improvement of the level of major disease security.According to the research on the status and the moderate level of the major disease security in the sample area,combined with the factors affecting the level of major diseases security,the following two aspects are suggested for the moderate development of the level of major disease security: Improve the level of rural residents major disease security moderately;Appropriately control of the growth rate of security level for rural residents major disease.
