Research On Local Government's Promotionof Healthy City Construction In China

Health is the basic needs and ultimate needs of people.Promoting the health of the whole people is the responsibility of a service-oriented government and an important support for the government to accelerate economic and social development.The Shouguang Municipal Government started the establishment of a healthy city in 2016,and first launched a special campaign for health promotion.In November this year,it was awarded the “Provincial Health Promotion Demonstration City”,which improved the public's health literacy and realized the in-depth development of a healthy city.This paper takes the research methods of literature research,empirical research,comparative research,qualitative and quantitativeresearch,using service-oriented government theory and healthy productivity theory,and takes Shouguang municipal government's practice of promoting healthy city construction as a research sample.This article has conducted a more in-depth study of the city's conflicts in addressing the growing health needs of the people and the inadequate balance of health development.The study found that the Shouguang Municipal Government has established a healthy city based on its deep hygiene and health foundation and has achieved initial results.At the same time,according to the standard requirements of healthy cities,it is found that there are still four problems in the promotion process: one is to give insufficient authority to the competent authorities;the second is that the government investment is not in place;the third is insufficient coordination of departments;the fourth is a low efficiency of policy implementation.The reasons for the problems mainly include the following five aspects: First,the awareness of health productivity is weak;second,the reward and punishment constraintmechanism is not in place;third,the health cooperation mechanism is not perfect;fourth,the health service standards are insufficient;fifth,the health theory construction is lagging behind.To analyze the causes of the problem,this paper proposes the following five suggestions:one is to strengthen health and joint construction;the other is to improve the health investment mechanism;the third is to promote total quality management;the fourth is to enhance the social contribution of the health industry;the fifth is to strengthen theoretical research.Through the research of this topic,I hope to accelerate the management and innovation of local governments,solve the problems of organization and coordination and career development under the ideas of “big health” and “prevention is more important than medical care”,provide county experience for creating healthy cities,and explore the transformation and development of county-level cities and the path of health-led development.
