Research On The Integration Of Basic Medical Insurance System For Urban And Rural Residents

For a long time,just as China’s economic structure,China’s urban and rural medical insurance system has shown a clear dual structure,having a serious fragmentation phenomenon,which is not conducive to social stability and fairness.Therefore,China plans to integrate urban and rural areas,narrow their gap,and promote the integrated development of urban and rural medical insurance systems.In January 2016,the State Council issued the "Notice on Integrating the Basic Medical Insurance System for Urban and Rural Residents",which merged the urban residents’ medical insurance system and the new rural cooperative medical care system.Then,an integrated basic medical insurance system for urban and rural residents will be established gradually throughout the whole country.Up to now,most of the provincial-level administrative regions in China have established a unified basic medical insurance system for urban and rural residents.Therefore,it is of great significance to study the current situation of the implementation of the integration of the basic medical insurance system in China,and solve the existing problems.At the end of 2016,Jiangxi Province completed the overall planning and deployment of the integration of the basic medical insurance system,and formulated relevant policies.It has been two years since Jiangxi Province officially began to implement the basic medical insurance system on January 1,2017.This paper takes my homeland-Chongren County,Fuzhou City,Jiangxi Province as the survey object,and adopts literature research method,investigation research method,qualitative and quantitative analysis method to evaluate the implementation of the integrated urban and rural residents’ basic medical insurance system.After searching and summarizing the existing documents,I went to the Medical Insurance Bureau of Chongren County,Fuzhou City,Jiangxi Province to consult relevant staff about the specific operation status of the local medical insurance system,the policy changes before and after the integration,and the current situation of the implementation of the system integration.I sorted out the relevant policies and the basic medical insurance system of urban and rural residents in Jiangxi Province,analysed the basic medical insurance system of urban and rural residents in Jiangxi Province in detail,compared the basic medical insurance system in Chongren County before and after the integration,and discussed the operation status of the integrated system.I randomly distributed a certain number of questionnaires in urban and rural areas within the county,which investigated the opinions of the insured on the implementation of the basic medical insurance system for the local urban and rural residents after the integration.274 valid questionnaires were collected,and the results were statistically analysed.It indicates that the participants show satisfaction with the medical insurance system.Through the compilation and summary of the interview contents and the results of the questionnaires,I have found these typical problems that the medical insurance policies have not widely publicized by the government,that most people know nothing about the policies,that medicare funding mechanisms have defects,that the urban and rural health resources are unevenly distributed,and that the management efficiency is handled.Government departments should strengthen the propaganda and mobilization work to improve the level and quality of publicity,to better the medicare funding mechanisms,to keep the balance of the medical insurance fund,to balance urban and rural medical resource allocation,to update the basic facilities of the primary health care sector,to improve the abilities of management of government departments,and to perfect the information systems of the medical insurance system.
