Study On The Financial Policy Of Promoting The Equalization Of Medical Resources In Beijing,tianjin And Hebei

In order to relieve the Beijing pressure,to solve the Beijing "big city disease",and to promote the economic development of the surrounding area of the capital,the General Secretary of 2014 proposed the Beijing-Tianj in-Hebei coordinated development strategy for the first time,and pointed out that to strengthen the integration and construction of the Tianj in-Hebei region,the industrial upgrading and the sharing of public services will be promoted.Health is one of the most important public service projects.The more high-quality medical and health resources in a region,the higher the medical and health level in the region,and therefore,to improve the overall medical level of the Beijing-Tianj in-Hebei region,it is necessary to strengthen the equal allocation of resources among the regions.In the current context,the study of medical and health-care resources The equalization configuration of the source is of great practical significance for promoting the integration of Beijing-Tianjin-Hebei.Firstly,this paper describes the current situation of medical and health resources allocation and financial input in Beijing-Tianj in-Hebei region by statistical method,and further analyzes the gap between Beijing-Tianj in-Hebei region resources allocation through the Taier coefficient,and then analyzes the financial resources gap from all over the region,and then describes the financial resources allocation in Beijing-Tianjin-Hebei region.This paper analyzes the reasons for the uneven distribution of medical and health resources in the following aspects:financial competition,transfer payment and contradictions of fiscal policy among regions.The results show that Beijing is in a unique geographical position and political position for a long time.It has brought together a great deal of high-quality medical and health resources,and the government’s long-term policy preference has made Beijing’s financial revenue,preferential policies and medical resources allocated.All of them are in a dominant position,while Hebei Province has been at a disadvantage because of its large population and weak economic development.Therefore,in view of the above reasons,this paper puts forward some suggestions:first,strengthen the local financial power,lighten the local economic burden;Secondly,improve the vertical transfer payment,increase the financial input to the medical and health undertakings in Hebei Province,at the same time establish cross-regional transfer payment,strengthen mutual assistance between Beijing,Tianjin and Hebei regions;Third,we should unify the fiscal policies of the three localities,form a regional fiscal consciousness,establish regional financial institutions,and strengthen exchanges and cooperation among the three places;Fourth,we should make use of fiscal policy to accelerate the implementation of policy-based financial projects and encourage the society to run medical services,so as to promote the development of medical and health services in Beijing,Tianjin and Hebei regions.
