Before 1985,the ministry of health issued a far-reaching medical policy--no money for policy,the public welfare of public hospitals began to weaken gradually,and the mode of financial compensation was tilted toward drug sales.In 2016,the comprehensive reduction of drug mark-ups and the support for raising the price of medical services directly affected the main revenue of public hospitals,but also meant that the problem of expensive medical services remained,making the service level more difficult to guarantee.In addition,the implementation of medical insurance fund,new trading platform and government accounting system,as well as the serious imbalance in the distribution of medical resources in China,will bring huge challenges and influences to the construction and capital management of secondary and first-class public hospitals.At present,there are a large number of comprehensive public hospitals of grade a,grade ii and below in China.As small and medium-sized hospitals,their tolerance for reform and risk is relatively limited,and the impact from all sides is more prominent,and many of them even face the problem of capital shortage.Therefore,in order to ensure the long-term benign development of hospitals,it is necessary to improve the speed of capital circulation and turnover in the special background of public hospitals,and promote the preservation and appreciation of capital.Existing research on money management both at home and abroad,mostly from theoretical level to its necessity is discussed,and then the general situation of the industry research and case analysis of large hospital,for small and medium-sized public hospital of capital shortage and capital management research is not much,but the balance of small and medium-sized hospitals management of a single link information is less,this article will study of the whole process of its fund management.Hospital A is A public second-class A hospital,which belongs to small and medium-sized hospitals.As A case study of this paper,it is highly representative.In this paper,A large number of relevant research theories and literatures on fund management are searched.Starting from the current situation of fund shortage in medium and small public hospitals,the paper introduces the current situation of fund management in hospital A by combining closed-loop management.Through the analysis of the influencing factors of the combination of internal and external environment of its fund management,it is found that there are problems in the execution degree and control degree of each link,which affect the overall effect of fund management,and the causes of its problems in the long-term use and management of funds are analyzed.Finally,some Suggestions on further feasibility optimization are put forward for the existing fund management problems: strengthening the implementation of budget and the assessment of management;Prevent the risk of financing through multiple channels;Optimize management of bills,receivables and refunds;Attach importance to payment planning and internal reconciliation,increase supervision and feedback.It provides A reference for the improvement of the fund management level of hospital A and alleviates the fund shortage.In addition,I hope to supplement the fund management of small and medium-sized public hospitals theoretically and in cases,and provide some reference value for the systematic and overall fund management of small and medium-sized public hospitals..
