Promote The Public Policy Analysis Of Graded Diagnosis And Treatment

With the continuous progress and development of society,China's reform and opening up for more than 40 years,the reform of the medical and health system has been constantly advancing and exploring.The contradiction between the growing demand for the quality of medical services among the general population and the current imbalance in the allocation of medical resources is intensifying.Since the establishment of the independent system of graded diagnosis and treatment,the aim is to enable the majority of residents to follow a good order of medical treatment,and thus form a good pattern of medical treatment.However,although China has been carrying out the new medical reform system,after a long period of positive practice,the Government has not achieved the expected results in the establishment of phased diagnostic therapy,"difficult to see a doctor,expensive to see a doctor" is still a serious problem.The problems,causes and policies of graded diagnostic therapy are analyzed to ensure the effective implementation of graded diagnosis and treatment in stages.Based on the research of public policy analysis,this paper takes the policy of graded diagnosis and treatment as the starting point,takes the community health service center as the guide,and carries on the comprehensive systematic analysis and research on the problems of policy management,resource allocation,information construction,medical insurance payment,etc.through the methods of literature and data analysis,mathematical statistics,interview method,etc.,further explores the reasons for the existence of graded diagnosis and treatment,and finally puts forward the optimization countermeasures and suggestions for the perfect graded diagnosis and treatment system.In this paper,in order to establish a classification system of diagnostic treatment,it is necessary to take joint action between the two sides.Community health service institutions should change the concept of governance,optimize policy tools,introduce incentive mechanism,improve the enthusiasm of medical personnel,reform the public health service financial subsidy payment system,personnel compensation assessment system,medical and health resources and information sharing mechanism,medical insurance payment and reimbursement system,improve the human resources "hard power" and "soft power",improve the quality of medical services,make community clinics more attractive to patients.On the demand side,it is necessary to give patients a complete choice,stimulate the medical service market,create free competition,and effectively promote the diagnosis of the grading system.To establish an effective classification system of diagnostic and therapeutic treatment,governments,hospitals and society need to participate together to achieve the desired results of the large and complex grading project.
