The Study And Strategy On Shortage Of Primary Medical And Health Institutions Of Z Banner In The Inner Mongolia

The primary medical and health institutions referred to in this paper are mainly village clinics and township clinics located in rural areas.Entrusted by the health department,most township health centers should provide the corresponding training,technical guidance and comprehensive management to the village clinics.Under the guidance and management of township health centers,health centers and village clinics are responsible for the rehabilitation,diagnosis and treatment,basic public health and other tasks of frequently-occurring diseases and common diseases of the residents of towns,townships and administrative villages.Community-level medical and health institutions play an important role in disease prevention and control,and in dealing with the prevention and treatment of infectious and endemic diseases,as well as the epidemic situation and other sudden public health events in rural pastoral areas.Total health professional and technical personnel in our country at present while expanding,but the relative lack of basic medical and health institutions personnel allocation,personnel skills,the overall quality is low,the personnel stability is poorer,backbone loss serious problems,such as relevant grassroots health institutions staff lack of academic research also fewer than the academic research of public hospital at or above the county level.After recent years of active construction,construction of grassroots health institutions have made great progress,increased the hardware facilities,equipped inputs such as medical apparatus and instruments,but the grassroots health institutions ability did not get the corresponding quality of service,professional and technical personnel especially senior talent show "short board" state,this contradiction with the continuous development of our country rural pastoral area economy and further highlight.This article attempts from the grassroots medical institutions and health professional and technical personnel loss situation,etc to find the main reason for the problem,and try to put forward some countermeasures,hope to solve Z flag grassroots medical institutions and health status of the lack of professional and technical personnel can contribute to basic public health services to reduce the differences between urban and rural areas,improve rural pastoral areas of basic public health service level,deepening the reform work big requirements of the era.
