Improvement Of Internal Control Over Government Procurement In Public Hospitals

The medical system reform has gradually enriched from a general concept since the proposal thereof.The current national reform was focused on the reduction of medical burden of ordinary citizens.Where there is reform there will be challenges.Since the implementation of the new medical reform,the acceleration of medical service marketization has been put on the agenda,and urban public hospitals are facing problems that,in conclusion,the public hospitals do not have a set of standardized management and process to guide and implement the practical work.Therefore,the problems should be solved urgently for the public hospitals in order to do a good job in government procurement,prevent the purchasing staffs from exploiting an advantage and avoid corruption.On such basis,the research problem in this study is improvement of internal control over government procurement in public hospitals.Most of the existing researches on the public hospitals under the background of the new medical reform were focused on the comprehensive budget and performance appraisal,whist most of the researches on government procurement were focused on government and colleges and universities,especially at the moment when the medical system reform is imperative to be carried out.Any carelessness will probably cause the increase of financial risks and the disorder of management to the hospitals,so the current situation of government procurement in public hospitals is far from meeting the standards.The improvement in many aspects are needed,that is to say,the standardized improvement of government procurement is of great research significance now.In this study,the Government Procurement Law was used as the theoretical basis,and the Standard for Internal Control of Administrative Institutions(Trial)was used as the reference.Literature research method,network query method and interview method were used for obtaining the data needed for the study in the process of case analysis.Based on the performance evaluation of eight hospitals in Haidian District and the internal control construction of Beijing Sanfangguang hospital,the risk evaluation was carried out for Sanfangguang hospital to find out the problems existing in the internal control management of the hospital,the problems in the government procurement of the hospital were focused,and the causes of such problems were explained.The standardized improvements in management and process of government procurement were carried out for Sanfangguang hospital according to these problems.The common problems in procurement management of other hospitals were summarized to give some suggestions on the standardization of government procurement in public hospitals.Finally,the conclusion of this study was obtained.The innovation of this study was that the research on the standardization of government procurement of a public hospital in Haidian district of Beijing was thought about and analyzed.The problems existing in the government procurement of the hospital were summarized by using the data obtained from work practices,and the causes thereof were analyzed.The management and process of government procurement in public hospitals were improved based on the standardization of government procurement of the public hospitals,and the reference for strengthening the standardization of government procurement was provided for public hospitals.
