Study On The Problems And Countermeasures In The Operation Of Serious Illness Medical Insurance System For Urban And Rural Residents In Inner Mongolia

As a part of the medical insurance system,the emergence of serious illness medical insurance makes the content of the medical insurance system more substantial,and makes up for the relatively low level of basic medical insurance.The development of the system not only helps to improve the medical security system,but also plays a certain role in promoting the development of the medical insurance system of Inner Mongolia,and also can give full play to the role of the market and the government,significantly improving the level and quality of medical services.Under such a development goal,Inner Mongolia Autonomous Region has issued a series of policies and systems.This study is to further elaborate and summarize the background and development of serious illness insurance for urban and rural residents in China,and to classify and summarize the research of serious illness medical insurance for urban and rural residents by domestic and foreign experts and scholars.Based on the active exploration of the serious illness medical insurance system and its operation of urban and rural residents in Inner Mongolia,taking the operation of Huhhot and Baotou as examples,this paper analyzes the current operation of the serious illness medical insurance system in Inner Mongolia from the reimbursement level,reimbursement method and medical insurance management process of the urban and rural serious illness medical insurance system in Inner Mongolia,and strives to find out the urban and rural serious illness medical insurance system in Inner Mongolia Based on the existing disadvantages,the paper concludes that there are some problems in the current urban and rural serious illness medical insurance system and its operation in Inner Mongolia: first,the fund is insufficient and the security level is low;second,the whole area of the serious illness medical insurance system has not been coordinated;third,there is a waste of medical resources in the operation of the system;fourth,there is a lack of security mechanism for the medical treatment cost of major epidemic in the current system.Based on the operation conditions of the pilotareas and the local actual investigation and research,this paper analyzes the causes of its occurrence,and puts forward suggestions for the healthy development of the urban and rural serious illness medical insurance system in Inner Mongolia with the help of the experience of the typical areas at home and abroad,which are to broaden the financing channels and improve the financing level,to improve the serious illness insurance system under the leadership of the government under the market operation mode,and to increase We will increase the supply of supporting policies for medical insurance,and improve the mechanism for ensuring the cost of medical treatment for major epidemics.
