Objective:The zero-rate drug policy is an important measure for the state to break the policy of "supporting doctors with medicine" and controling the growth of medical expenses.This study starts with the data of hospitalization expenses of patients in a third-grade hospital in jilin province.Analyzed the distribution and structure of hospitalization expenses,exploring the zero rate of drug policy implementation effect on the hospitalization cost structure and the unreasonable place.Hospitalization expenses of 2019 and its structure has carried on the forecast analysis,evaluate the effect of the reform of the hospital,in order to further control the national medical expenses growth,modern hospital construction and provide some feasible Suggestions.Methods:This study selected 2015-2018 862286 hospitalization expenses in the third-grade hospital of jilin province as the research object,using the description analysis and empirical analysis on differences in hospitalization expenses after the implementation of zero-rate drug policy.And used the GM(1,1)(Grey Model)to forecast the hospitalization expense and its constituent parts.Results:(1)The hospitalization expenses and the numbers of hospitalization times increased year by year.After the implementation of zero-rate drug policy all expenses increased from 19992.67 yuan to 21438.66 yuan.Average medicines fee increased from 7326.26 yuan to 6655.42 yuan.Material costs increased from 4938.83 yuan to 6070.32 yuan,disposal treatment costs rose from 5198.41 yuan to 6206.91 yuan.The inspection fee rose from 2721.03 yuan to 2765.70 yuan and service facilities cost increased from 921.72 to 1033.19 yuan.(2)Surgery average drug cost per time decreased by 10.37%,internal medicine decreased by 8.66%,and pediatrics decreased by 10.13%;surgery average cost per time increased by 19.6%,internal medicine increased by 26.8%,and pediatrics increased by 15.48%;surgery average cost per time increased by 16.67%,internal medicine average cost per time increased by 19.22%,pediatrics average cost per time increased by 30.8%.The fees for inspection and facilities vary little.(3)The GM(1,1)grey prediction model shows that four quarters in 2019 average cost,average consumable cost,average treatment cost,average inspection cost and average service facilities cost continued to rise.Average drug cost continued to decline.Conclusion:1.After the implementation of the zero-rate drug policy,the burden of patients in the third grade hospital in jilin province was reduced,but the effect of control on the growth of medical expenses was not obvious.2.After the implementation of the zero-rate drug policy,the hospitalization cost structure of patients has changed,and the proportion of patients’ consumables and treatment expenses has increased,while the proportion of drugs has decreased.3.After the implementation of the zero-rate drug policy,hospitalization expenses have statistical differences in patients’ gender,age,hospitalization days,in hospitalization system and reimbursement way.Male patients in hospital cost is higher.More the age higher and more hospitalization days makes hospitalization expenses increase.The average hospitalization cost per time in the surgical system was higher than that in the internal medicine system,the average hospitalization cost per time in the pediatric system was the lowest,and the average hospitalization cost per time in the medicare patients and manual patients was higher than that in the self-funded patients.
