| In recent years,with the continuous promotion of the national health care reform,the government and the broad masses of the society have put close attention on drug procurement.Many government departments have proposed to adopt the procurement policies such as the integration of bidding and purchasing,the linking of quantity and price,and the double envelope system.The basic policies,scope and requirements should be stipulated by the goverment,and the pilot provinces and cities(regions)should be organized to form an alliance.The public medical institutions in the alliance area should be the main procurement body to explore the procurement policy of cross regional alliance centralized procurement.In order to make the bidding and purchasing of drugs more open,transparent and efficient,it is necessary to develop and implement an Internet application system based on the existing drug procurement policies.Based on reading and referring to a large number of policy documents and technical materials,combined with Chinese existing drug bidding procurement policy and Internet application technology,A drug biding and procurement system is designed and implemented through the standard software engineering steps: requirements analysis,system design,hardware & software deployment,coding and testing.The project is based on the requirements of drug bidding and procurement,utlilizing ASP.NET development platform,network security management technology,SQL Server database application management technology,the system business process,functional modules,system security,system performance,code implementation,database design are described in detail.The role model is used in the design of user function and authority Block management mode to increases the flexibility of system function allocation.The system provides the roles of enterprises,auditors,experts,administrators and other users,which meets the application needs of drug procurement.In the database management,the dual cluster mode is adopted to improve the operation efficiency and stability of the system.In the network topology structure,the redundancy structure of key nodes is adopted to avoid the risk of single point failure of the system.In terms of security management,MD5 + SHA1 double encryption technology,webpage tamper proof,remote VPN private network access,user log tracing and other technologies are adopted to strengthen the security of the system.The drug bidding and purchasing system designed in the project can not only meet the business requirements of drug bidding,but also support the user visits of provincial or multi provincial alliance centralized bidding procurement of drugs,and can better adapt to the functional change needs caused by the change of user role and the adjustment of economic and technical bid.At the same time,the project has reference significance for the bidding procurement of products in other fields except drug procurement. |
