Myanmar is one of the most richest countries in the world as to forest resources,but its forests haven't been governed effectively.Since independence,Myanmar's forests became the battleground over which government and insurgent armies fought for control of the nation's affairs.In the new military administration,Myanmar formulated a new forestry policy aimed at achieving "sustainable" management in forest governance.However,in the specific implementation,the new military government cut down trees wantonly for developing economics and striking ethnic group armies from reducing timber income,which is contrary to the "sustainable" development principles.Ethnic conflicts have led to controversy over the ownership of forest resources in Myanmar,and the imbalance in the distribution of forest resources,which in turn has exacerbated ethnic conflicts.There are problems in the Sino-Myanmar relations caused by the chaos of forest governance and the ethnic conflict.Considering the long-term friendly relations between China and Myanmar and the important position of Myanmar in China's“the Silk Road Economic Belt and the 21st-Century Maritime Silk Road" strategy,the problems in Sino-Myanmar timber trade and its negative impact on Sino-Myanmar relations need to be taken seriously.This paper starts from the new forestry policy promulgated by the new military government of Myanmar,firstly,analysis the new forestry policy's background,policy content and concrete measures,then summarize the achievements and problems of the new forestry policy of Myanmar,lastly,get the concludes that there are two main contradiction in Myanmar,one is the contradiction between the economic development needs and the backward state of society,another is the contradiction between the requirement of peaceful reunification and the frequent ethnic conflicts in the country.Therefore,the new military's forestry policy is more inclined to achieve its political objectives,rather than the sustainable management of forests.It's easy to find that Myanmar's forestry governance and ethnic conflicts have a negative influence on the Sino-Myanmar timber trade from analyzing the Sino-Myanmar timber trade status.we find that there are three main reason caused Sino-Myanmar timber trade problems:firstly,there's no consensus on the timber trade legitimacy certification system between China and Myanmar;secondly,China's logging operations in Myanmar damage Myanmar' s forest environment;thirdly,Myanmar have given out their trees but its timber industry didn't get constructive development,which really dissatisfied the new military government.To solve the problems in Sino-Myanmar timber trade,it is necessary to reach a consensus on the legitimacy certification system between Myanmar and China through policy communication,reducing the impact of forest resource disputes caused by ethnic conflicts on Sino-Myanmar timber trade.China,as a responsible country,should implement social responsibility in Sino-Myanmar timber trade as soon as possible,and Chinese timber enterprises should improve their environmental standards of investment in Myanmar,so as to protect Myanmar's forest environment.At the same time,China should also adjust trade policies to promote rationalization of Sino-Myanmar timber trade structure,help Myanmar's wood processing industry has an constructive development,to reach a win-win situation between China and Myanmar.China should care more about the needs of the people of Myanmar and solve their practical problems too.
