Research On Salt Legal System Reform Of Nanjing National Government(1927-1937)

Salt is a necessity for human life.Salt tax is also an important source of tax revenue.So the history of the regime were particularly concerned about the management of salt.During the late Qing Dynasty and the Republic of China,the legal system of salt industry began to transition from traditional to modern.During the late Qing Dynasty and the Northern Yang Dynasty,due to political turmoil,the central government was unable to promote the modernization of the salt industry legal system.After the establishment of the Nanjing National Government,in order to solve the financial crisis,the national government has reformed the salt industry legal system.Although these reform measures are mainly for financial purposes.However,it has promoted the modernization of China's salt industry legal process.In the early days of the Nanjing National Government,what is the background of the legal reform of the salt industry? What are the problems with the presence of salt production,storage,transportation,marketing,taxation and anti-smuggling? How are these malpractices formed? In order to overcome these shortcomings,what measuresdid Nanjing National Government take? What have been achieved in the reform? At present,China's salt industry legal reform is being prepared.What is the inspiration for the legal reform of the salt industry of Nanjing National Government? These questions are needed to be solved.This paper consists of four parts: introduction,text,conclusion and reference?The body includes the following sections:The first chapter introduces the background of the legal reform of salt industry in the first ten years of Nanjing National Government.Because of the long history of the legal system of salt industry,during the period of the Nanjing National Government,the legal system of salt industry has retained many traditional features.Therefore,before the introduction of the background of reform,the author first briefly combs the legal system of ancient Chinese salt industry.At last,the author analyzes the background of salt industry legal reform during the Nanjing National Government.The second chapter introduces the contents of the legal reform of salt industry in the first ten years of Nanjing National Government.This chapter analyzes the drawbacks of salt production,distribution,taxation and anti-smuggling in this period,and analyzes how the national government reformed.At the same time,the article argues that contradictions between modernization and increasing Income of salt industry run through the salt industry legal reform.And at the same time the article demonstrates that although the new salt law was published,but did not implement.The third chapter mainly analyzes the most important achievements of the legal reform of the salt industry in this period.This chapter first introduces the process of "new salt method",then introduces the structure,content and characteristics of the new law.Finally,the article analyzes the reasons for the failure of the new salt law and the status of the new salt law.The fourth chapter mainly analyzes the reform of the salt industry in the last ten years of the Nanjing National Government.This part first points out the achievements and shortcomings of this reform.Then,the paper analyzes the enlightenment of the reform of the salt industry in the last ten years of Nanjing National Government on the reform of China's salt industry.The last part of the article is the conclusion.This section summarizes the arguments of this paper and draws conclusions.
