In September and October 2013,Chinese President Xi Jinping proposed a Silk Road Economic Belt and in Kazakhstan and a 21st-Century Maritime Silk Road in Indonesia respectively, together now referred to as "the Belt and Road Initiative".The State Council pointed out in the Vision and proposed actions outlined on jointly building Silk Road Economic Belt and 21st-Century Maritime Silk Silk that Countries along "the Belt and Road" have their own resource advantages and their economies are mutually complementary. Therefore, there is a great potential and space for cooperation. They should promote policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds as their five major goals.Considering that "the Belt and Road Initiative" covers the world's three major religions and four major civilizations, dozens of languages, hundreds of nations,it appears complex geopolitics, unceasing conflicts among culture, civilization and religions, distinct national economic differences and widely different political systems.Such huge culture differences will undoubtedly bring huge transaction costs and market risks for countries in developing trade activities, and further impede the promotion of "the Belt and Road initiative" of China. It can be said that the people-to-people bonds hold the key to promote "the Belt And Road" construction. However, the biggest obstacle of this people's connectivity lies in the disconnection and disidentification of different cultures, which are namely the cultural barriers between different nations.Based on that, this paper tries to analyze what cultural barriers exist in China's "the Belt and Road" construction, and how they impact the promotion and implement of the major projects along "the Belt and Road" Initiative. There are six parts of the body with the beginning of putting forward the propositional basis, research meaning and research method of this paper.Chapter two reviews and sorts out the related research at home and abroad.Chapter three explains the various cultural barriers of countries along "the Belt and Road",and analyzes the major four-value differences, language barriers, religion barriers and emotional barriers with specific cases.Chapter four measures the cultural distance between China and the sample countries by quoting the cultural distance index of Kogut and Singh(1988)and the calculation method of Qi Jianhong et al.(2012).Furthermore,this paper analyzes the cultural differences between China and countries along "the Belt and Road" and the impact of cultural barriers on promoting "the Belt and Road Initiative".Based on this, the sample country is divided into four categories on promoting "the Belt and Road Initiative",which is smooth, good, potential and obstructive countries. The fifth chapter puts forward the general idea and concrete countermeasures of dealing with the cultural barriers in the construction of "the Belt and Road".Finally,it concludes the main research results and future research direction.
