Using the unpublished archives of Taipei's "Academia Sinica" and "National History Museum" as the main historical materials,this paper conducts the first special study on the handling of German overseas Chinese property in Shanghai from 1945 to 1949 by empirical methods,and deals with the overseas Chinese property through the post-war National Government.The strategy and approach,analysis and presentation of its maturity towards diplomatic attitudes.Before the World War ?,China and Germany maintained a "honeymoon period" for nearly a decade because of the existence of a unique barter agreement.A large number of Germans went to China to buy property.After the outbreak of the Second World War,China and Germany did not have a substantial battlefield stifling because of their geographical distance.The Second World War ended with the surrender of Germany.As one of the victors of China,how to deal with the property left by the Germans in China is a major problem facing the National Government after the war.In order to properly handle this problem,the National Government has set up relevant departments,in accordance with the principle of "lenity and pity",after several discussions and revisions by the two ministries of diplomacy and internal affairs,and finally the Executive Yuan promulgated the "Measures for the Treatment of Private Enterprises in China" According to this method,the National Government handled the personal property and commercial property of German.The final treatment results also ensured that the property of German was protected to the greatest extent,reflecting the humanitarian spirit of the National Government.In the process of receiving and processing the Property of German expatriates,although there are interventions by Western countries and measures by the diaspora to transfer property in disguise,the Ministry of Foreign Affairs,the Ministry of the Interior and the Executive Yuan all take the national interest as the starting point and combine the knowledge of international law with the national In practice,we will deal with flexibility and maximize the benefits of China.As a region where Germans are more concentrated,Shanghai has both German and German Jews,which are of typical significance.Through the handling of the overseas Chinese property by the National Government,we can see that the flexible diplomatic skills of the entire Chinese diplomatic service and the enhancement of the concept of the rule of law in China are conducive to us exploring the Sino-foreign relations at that time.
