In bilateral relations between countries,boundary maintenance and boundary governance not only involve territorial sovereignty and resource disputes,but also easily arouse national emotions.They are extremely important and sensitive issues and become an important factor affecting international relations.The relevant issues could not be addressed by a single State or a single instrument and required extensive and effective cooperation between the States concerned and stakeholders.The United States and Mexico have a surface boundary line of 3,144 kilometres.The Rio Grande and the Colorado became not only the boundary rivers,but also the water resources shared by the rainy and arid border regions of the two countries.After the end of the war between the United States and Mexico,in order to define the boundary,resolve the boundary territorial disputes and cross-boundary governance issues,the two countries jointly formed a " The Boundary Joint Investigation Group "," The International Boundary Commission" and " The International Boundary and Water Commission ",and entrusted them with the responsibility of boundary demarcation and the settlement of related disputes research,coordination and disposal,etc.Since then,under the leadership of the two governments of the United States and Mexico,the agency has played an important role in boundary territorial disputes,water resources management,and joint development of boundary areas,accumulated important experience.To some extent,it has eased the once highly tense bilateral relations and promoted the two countries to gradually move towards peaceful cooperation in modern society.With the progress of society and the change of the world,more and more demands have been put forward for the cross-boundary governance of the boundary between the United States and Mexico,while the bilateral treaties signed in a specific context and the international boundary waters commission established under the treaty are facing new challenges and prospects for innovative development.However,the Committee's achievements and accumulated experience in border governance deserve attention and summary.
