The Research On "Chahar Zheng Wu Ji Yao"

Chahar region is located in the northern border of China,close to the capital.It is a very important strategic position as a natural military region.Since the turn of Ming and Qing Dynasties,Chahar was attached to the later Jin Dynasty,the rulers of the Qing Dynasty continuously strengthened the military governance of Chahar.Gradually Chahar was incorporated into the military government system of the Qing Dynasty,forming a relatively stable and unified management system in the Qianlong period.Since the Opium War,China has repeatedly lost in all previous foreign wars and signed a large number of unequal treaties.It has sunk deeper and deeper in the mire of semi-colonial and semi-feudal society.Scholars are deeply aware that reading should be "practical",and have written books.During this period,a large number of historical books were published,including books that introduced the advanced system and culture of the west,local records that recorded the local human geography,political records that recorded the evolution of the system of laws and regulations,and official document archives that collected a large number of original materials,which flourished for a while.However,the economy and culture of Chahar region have lagged behind for a long time.Throughout the Qing Dynasty,there were very few local chronicles related to Chahar,and there was not a complete political book related to it.In the early years of the Republic of China,the Chahar region experienced drastic social changes.During this period,the scope of the administrative region changed,the administrative organization also adjusted to some extent,and various systems also changed.In Chahar,major historical events such as the restoration of Zhang Xun,the rebellion of Zhu Chengzhang and the remnants of Babu Jabu attacked the Xilin Gol League,and the robbery of Lu Zhankui attacked the Chahar were also reported.During this period,a number of important official documents were produced in the Chahar region,which provided sufficient and complete first-hand information for the compilation of Zheng Wu Ji Yao.From June 9,1916 to December 26,1919,Tian Zhongyu served as the chief of Chahar twice.During the three years of his rule,he realized that due to the difficult situation,he had many shortcomings and regrets in the process of governing the place.Thus he ordered the relevant personnel of the Chahar provincial government department to collect and transcribe the important official documents of these three years,and then compiled the book Zheng Wu Ji Yao for introspection.This book is divided into two major categories,military affairs and civil affairs,with 13 sub-categories.Among them,there are four categories of military affairs: military,military supplies,military law and military animal husbandry.There are nine categories of civil affairs: territory,performance appraisal,finance,reclamation,police,education,industry,justice and banner affairs.These contents cover all aspects of the Chahar region in the early years of the Republic of China,and have particularly high value in literature and history.However,in the relevant fields of the domestic academic circle,there are few papers and works on this book,and there are not many essays and books on historical research using this book.Therefore,the author try to combine this book with relevant historical documents and historical materials to deeply study the origin,edition style,format and content of the book,hoping to further promote the historical research related to Chahar.The paper is divided into four parts.First of all,it introduces the historical evolution of the the Chahar provincial government department and Tian Zhongyu's personal life.The second part is a detailed description of the background and reasons for the compilation of the book,and a brief introduction to the edition and style of the book.Then,it introduces and analyzes the document format and the main contents of this book.Finally,the paper expounds the documentary value,historical value and shortcomings of this book.
