Research On Optimization Countermeasures Of Community Public Cultural Service Resources Allocation In Dongguan

Public cultural services are services in which the government USES public power to guarantee citizens' rights,meet citizens' needs and provide citizens with public cultural resources.A city without culture is doomed to lose the vitality of development.Therefore,it is very necessary to use public cultural services to enhance citizens' cultural quality and conservation.The development of urban public cultural affairs has become an important part of the development strategy of many cities.The purpose of developing urban public cultural services is to guarantee the realization of citizens' cultural rights.However,the "ungrounded" practice of providing cultural services and blindly investing in cultural construction in a macro sense has been proved to be ineffective,which has also resulted in the waste of public cultural resources.Therefore,in order to avoid such situation,more urban managers have shifted the focus of urban public cultural service construction to provide cultural services closer to the public's daily life as an important strategy.With the construction of service-oriented government in China,the concept of government governing public affairs has changed,and it is increasingly clear that social forces play an important role in handling public affairs.With the awakening of civic consciousness,citizens have their own interests in various aspects of public affairs.Responsibility and rights cannot be separated.Therefore,citizens have the obligation to participate in the management of public affairs.As a micro public cultural service,community public cultural service is no less complicated than macro public cultural service.The demand for cultural services varies from community to community and from stakeholders.In general,the government may not be able to well understand these various subjective desires,and the citizens themselves know what they need best.Therefore,it is an irresistible trend to let the public put themselves into the supply of community public cultural services and become an important participant in the construction of public culture.This paper,taking dongguan city as an example,analyzes how the connection between community and residents in public affairs can improve residents' participation and enthusiasm,and how community residents can achieve community autonomy and provide public cultural services together with the government.This article through to the related theory of carding,together with the present situation of the urban community public cultural service demand,supply to the achievements and the existing problems,based on the successful cases of public cultural service demonstration area in our country were analyzed,and try to put forward some countermeasures for perfecting the urban public cultural services supply,in order to help more area of the city to provide better community public cultural services.
