Stimulate the active participation of villagers to improve the village's endogenous dynamics is the key to the sound development of the Tibetan rural governance.Central document repeatedly stressed the need to "innovate and improve rural governance mechanism,improve the governance structure of the rural Multi-governing community."Tibetan village governance is an important part of achieving the modernization of national governance systems and governance capacity.Due to the special geographical environment,historical conditions,culture and religion,Tibetan areas should explore a unique path suited to their own Village Governance.Collaborative governance theory is an important theory in the field of Western Public Administration,which mainly discusses the phenomenon of cross-sectoral collaboration.Collaborative governance refers to the cooperative process based on common goals and common interests which devotes to solve common problems.Based on the concept of co-participation and SFIC model,the concept of collaborative governance is proposed in this paper.The collaborative participation and analytical framework under Social Capital is built.Moreover,the research applications of cooperative governance are extended to rural governance.Collaborative participation refers that,based on mutual interest and their own advantages,participants achieve the coordination and cooperation of mutual actions through some interaction and communication,and ultimately realize their common goals in the process.It should be noted that due to the participation of the villagers in case is quit dispersed and unorganized,this article focuses on the village committee,council and monastery is how to use their own social capital to promote the participation of the villagers in order to achieve synergetic participation.Collaborative Participation Framework under the Perspective Social Capital is an annular dynamic process consisting of initial conditions,trust shaping,active network and reciprocity.In this paper,we will reach the following conclusions:First,common goals and common interests is a prerequisite to collaborative participation.The abundant social capital through the rational use can become resources treatment.Village committee,abbey and village council which have abundant social capital,are important organizations of rural governance.Based on common interests and aims,the three play their own advantages to mobilize villagers under the co-operation and the guidance of Village committee,finally realize collaborative participation.Second,mutual trust is the base of co-participation to be carried out.Village committee has the political capital,the abbey has the religious capital,and the council has ethics-based resource,which forms an endowment structure.On the basis of long-term exchanges,villagers have formed political trust in committees,religious trust in abbey,moral obedience in council,which makes the village committees,abbey and the council easily take their advantages to promote villagers to participate in rural governance,therefore,achieve a resultant participation.Third,interwoven with the active collaboration networks is the key to effective participation.The Network is governed by the committees through unblocking internal channels of participation,thus improve the villagers' sense of political efficacy;linking external resources to enhance villagers' motivation in participate.Religious Cultural Network is governed by abbey through advocacy of religious authority and conduction of religious ceremonies,which enhanced the recognition of the villagers,and the villagers are involved in creating a good cultural atmosphere.Council network is governed by exemplification,public opinion and some other ways to guide more villagers to participate in village development.The development of traditional civic virtue gave birth to the modern civic spirit.The village committee,council,and religious cultural networks interwove together,resulting in a strong mobilization capacity,which forms a government_Community_temples participating network.Active communication of the three networks realized the cultivation of villagers subjectivity.Fourth,Shared participation outcomes is the guarantee of the participation to continue.Participation outcomes can be shared for all stakeholders,village governance turns to be good,traditional morality can be promoted,mutually beneficial and symbiotic relationship can be continuously strengthened.Shared participation outcomes stimulate participation vitality and increased trust.Village social capital can be proliferated.Endogenous dynamics of rural governance can be enhanced.
