Detachment(Regiment) Class Unit Budget Management Problem Research

Along with the Chinese economy and the international influence of the unceasing enhancement,western countries headed by the United States,using a variety of means to suppress our neighboring countries but also on my territory look at fiercely as a tiger does on the independence and other hostile provocation,in order to safeguard the national security and stability,the people live and work in peace,we must have a strong military force.But the country is in the period of economic development,for national defence funds although year has increased but the increase rate far under the developed country,how to utilize the limited military expenditure as far as possible to improve the army's integrated military strength is our has been the subject of the study.Budget management as a modern management one of the important tools in improving the efficiency of military funding,and play an important role in building.All countries in the world attach great importance to the military administration,have budget performance management reform and obtained obvious achievements,greatly improving the military economic benefit and integrated combat capability.In this paper I army budget basic unit-brigade(Regiment)level units of the budget management system,implementation,control and evaluation,analysis of their problems and reasons,using historical analysis and reality combination approach,with our country public finance budget reform train of thought for the foundation,absorb foreign military budget performance management in my experience,detachment(Regiment)level units execute performance budget management and other related issues were explored,and puts forward some reform according to the army's own characteristics constructed a set of evaluation index for the performance budgeting,financial department and headquarters troops budget management reform to provide simple ideas and suggestions.
