Choice And Application Of Policy Tools In Community Governance Transformation

The rapid development of urbanization and industrialization in China,has brought earth-shaking changes for the whole society,but also accompanied by many challenges.The emergence of a transitional community is largely driven by urbanization,the construction of new institutional mechanisms for community governance,and the innovation of community governance model is the trend,and the key lies in the innovation of management of methods,technology and means.Then,in the transformation of community governance need to introduce new governance tools,through the selection and application of policy tools to shape the new model of community governance.This paper first forms the research content,method and technical route on the basis of literature review.Secondly,in the theoretical basis,combing the classification of community,clarifying the concept of community governance transformation and constructing the policy tool map of community governance;and then analyzing the four aspects of influencing factors of community governance transformation tool,Type community policy tool selection,analyze the five variables that affect the application of tools,and construct a logical theoretical framework to promote the transformation of community governance with policy tools.Thirdly,in the part of the practice analysis,through the research of the community in Xiamen,the development dilemma is analyzed,and the selection and application of the policy tools in the community are analyzed and evaluated.Finally,we think about how to improve the effectiveness of policy tools in the process of community governance transformation.Community building and development is an important part of social development,community stability is related to social stability.In this paper,how to choose and apply policy tools and how to promote the transformation of community governance and to create a new model of community governance from the perspective of community governance transformation,creatively combine normative research and empirical research to achieve theoretical innovation and practice The unity of authenticity,from the theory and practice of community governance in the transformation of the policy tool selection and application and policy tools to promote the transformation of community governance logic of the localization of the study.Through in-depth study,we believe that in the process of community governance,the community public service level is the most important criterion to measure the success of community governance,and the choice of non-compulsory tools can improve the community public service provision and promote the transformation of community governance,The formation of a new model of community governance depends on the transformation of governance,and from the mandatory tools to non-mandatory tool conversion is one of the key.Finally,we also make further thoughts on how to improve the effectiveness of policy tools in the transformation of community governance.We hope that this study will provide reference for the practice and development of China’s transitional communities and help the community construction and community governance process in China.
