The Research On Standardized Construction Of People's Mediation Work In Gansu Province

The people's mediation as an important rule of local resource in China has the characteristics of long tradition,wide coverage and good mass base,which is an important manifestation of socialist democracy,the most unique advantage and basic position means.However,there are still some problems restricting the people's mediation itself for further development.It cannot really give full play to the effectiveness of resolving disputes without getting rid of those hidden problems.Starting with the concept of the people's mediation,the article tries to find out the main problems existing in people's mediation work in Gansu province,and gives some suggestions on development and improvement.The paper is divided into five parts: the introduction part mainly introduces the research background and significance as well as the mediation work and research status at home and abroad,then explains the two main research methods and research ideas.The first chapter made an overview of the people's mediation system from the two aspects of the related concepts and theoretical basis.The second chapter describes the development of people's mediation system and the main features,which mainly introduces the development process of people's mediation system in three time periods before the Liberation,the early days after the founding Nation,reform and opening up and its six characteristics.The third chapter analyzes the present situation of Gansu province in people's mediation work from four aspects which are the perfection of major network in people's mediation,the strengthen of professional team construction,the resolve of social conflicts and disputes,the remarkable results and constantly improvement in the working mechanism.It also points out the existing main problems.In the fourth chapter,it summarizes the selection of the people's mediation work construction for standardized measures in the Gansu province,which mainly reflected in five aspects.The first is study and publicity and to improve the supporting rules and regulations for promoting the People's Mediation Law to fully implement.The second is to play the fundamental role of the people's mediation and actively build a “big mediation” work system.The third is to improve the people's mediation system and to ensure the healthy development of the people's mediation work.Finally,the fourth part concludes the countermeasures to strengthen the standardization of people's mediation work in Gansu Province.It mainly reflects seven major aspects: one is to strengthen the standardization of organizations;the second is to strengthen the standardization of the system;the third is to strengthen the standardization of work measures;the fifth is to strengthen the standardization of procedures;the sixth is to strengthen the protection of standardization and the seven is to explore the people's professional mediation and social development.
