Research On The Main Responsibility And Supervision Duty In The View Of Inner Party Laws And Regulations

Since the 18th National People's Congress,the Party Central Committee paid more attention on building a clean government and combating corruption,repeatedly highlighted that the Party should run the Party strictly and tighten up internal management,and urged all the Party Committees to play the main role in building a clean government in order to make full advantages of the Party Committee as the main part.Meanwhile,all the Disciplinary Committee should support the Party Committee through coordinating the organizations,combating the corruption and building a clean government in order to make full advantage of the supervision of the Disciplinary Committee.The Third Plenary Session of the 18th CPC Central Committee made it clean that in terms of turning the responsible system for constructing a clean Party into practice,the Party should play its role as the main part and the Disciplinary Committee should should play its role as supervision.These two responsibilities requests the different roles that the Party and the Disciplinary Committee should play in the Party,defines the duties and missions of the all Party Committees and Disciplinary Committees,which is of great significance for make the responsibilities of building a clean government and the responsibilities of supervision into practice.However,there are some shortages in terms of the inner-party regulations when implementing the responsibilities of the main part and the responsibilities of the supervision.It is essential to make a deeper research on the theory and the practice in order to have a scientific regulations for the system of responsibilities and guarantee the implement of the two responsibilities with system and regulation.Viewing the implement of the responsibilities of the main part and the system of party regulation as the object of the study,this thesis mainly analyzes and makes a comparison on the literature about inner-party regulations.The system for party regulation to make the responsibilities of the main part and the responsibilities of supervision will be studied.The thesis consists of the following four parts:Firstly,the basic theory about the responsibilities of the main part and the responsibilities of supervision will be introduced.The so-called responsibilities of the main part refers to the responsibilities and obligations that the Party committee should shoulder during the action of building the a pure Party and combating the corruption.The so-called responsibilities of supervision refers to the duties of supervision that all Disciplinary Party should shoulder under the guide of the Party.The responsibilities of the main part is the basis,the responsibilities of supervision is the guarantee.Each of them has its own content and functions and they can not be mutually replaced.Secondly,the content of inner-party regulations about the responsibilities of main part and the responsibilities of supervision will be summarized.The content of inner-party regulations about implementing the two responsibilities in the level of the central Party will be firstly summarized from the responsibilities of main part and the responsibilities of supervision.And then the content of inner-party regulations about implementing the two responsibilities in the level of the local Party will be summarized from the commons and differences.Thirdly,the shortages about the current system of inner-party regulations about implementing the responsibilities of main part and the responsibilities of supervision will be studied.Although that the inner-party regulations about the two responsibilities made some progress,the system of inner-party regulations itself have some problems that appear as unclear definition about the responsibilities and imperfect related mechanism.Fourthly,the suggestions and advice about inner-party regulations concerning two responsibilities will be explored and completed.The first is to specify the responsibilities of main part and the responsibilities of supervision.The second is to construct a specific list of responsibilities.The third is to build and perfect the related mechanisms.
