The Study On The Normalization Of Institution Of Meeting Of Democratic Life Within The Party

Since the eighteenth national congress,The meeting of democratic life of the education practical activities for the party's mass line has advanced throughout the country in high quality and high standards.The Party Central Committee was the first to go,and led the implementation and proposed new standards.In accordance with the spirit and requirements of The constitution,A number of guidelines for the political life of the party under the new situation and Regulations on party supervision in China adopted by the sixth plenary session of the 18th central committee,the central government has issued a number of regulations on the democratic life of party in allusion to county or above party and state organs.The more comprehensive rules are made for how party leaders hold democratic life.The democratic life system will be further improved and developed.However,there are various problems in the practice of anti-observation.It is not hard to see that there are some shortcomings in the standardization of the democratic life system.This paper is divided into five chapters.The first chapter is about the basic theory of democratic life,including two parts.The first part is the concept and characteristics of democratic life,characterized by the functions,principles,weapons and targets of democratic life.The second part is the relationship between democratic life and related concepts,respectively including relations with party supervision,and the party's life,the party's democratic centralism.The second chapter combed through the historical development of the history of the democratic life and the development of the eighteenth national congress.It is mainly divided into the stage of germination and formation stage,the stage of fame and death,the stage of gradual recovery and perfection,and the development of the 18th national congress.The third chapter mainly writes about the party's legal origin and its meanings in the democratic life.The source of party's rules and regulations are divided into four levels.The first level:The Constitution of the the communist party of China.The second level:A number of guidelines for the political life of the party under the new situation,and The code of self-regulation of the communist party of China.The third level:Regulations on party supervision in China,and the fourth level:A number of regulations on the democratic life of party in allusion to county or above party and state organs.Then the three meanings of the standardization of the democratic life system are discussed.The fourth chapter shows the normative shortcomings of democratic life.From the practice perspective system,the shortcomings of democratic life are mainly reflected in the following four aspects:first,the system lacks operational ability,including the individual profile,the "one handle" regulation,the standards set by the corrective measures.Second,there is a lack of normalizing mechanisms and incentives to protect them.Third,the implementation of the reform measures is incomplete.Fourth,the supervision and guidance mechanism is imperfect,including the supervision of the party committees and the supervision of the masses.The fifth chapter is the concrete measures to strengthen the standardization of democratic life.First,First,we need to improve the operational effectiveness of the system,second,we should establish the critical and self-critical normalization mechanism and the incentive protection mechanism.Then we will improve the implementation mechanism of the corrective actions,and improve the supervision and guidance of the people and the superior party committees,Finally,the system of listening to democratic life should be established...
