The United States is one of the biggest immigrant nations all over the world.The amount of the illegal immigrants is also very big in the US.With the serious problems which the illegal immigrants caused,the US Federal Government has been readjusting the immigration system many times.In 1980 s,the illegal immigration has been very exacerbated,which the government had to pay attention.At that time,the Reagan Administration started to reform the immigration system and enacted Immigration Reform and Control Act of 1986,which focused on controlling the illegal immigrants.It was of course that the reform had a good effect at first.However,in the long run,the number of illegal immigrants was still high.In 1996,the Clinton Administration continued reforming the illegal immigration.At the same time,the Clinton Administration enacted Illegal Immigration Reform and Immigration Responsibility Act of 1996,which was a very strict law.So the results were as good as they expected.From then on,the government gradually had a good attitude to illegal immigrants.Nevertheless,after the September 11 attacks,the government thought that the illegal immigration was one of the serious threats to the US society,so they started to concentrate on national security and tighten the immigration policies.The results were still not satisfied.The author believes that the reason for the poor results of controlling illegal immigration is: the complexity of the illegal immigrants,the contradiction of the US immigration policies and different attitudes from different groups,etc.Taking the September 11 attacks as a demarcation,the paper would introduce the controlling of illegal immigration from 1986 to 2007,including inside control and outside control.Besides,with different views between the official and non-official,the paper would introduce the factors and dilemmas which cannot be avoided in controlling the illegal immigration.
