Perfecting the laws and regulations about the party is an important part of socialist legal system with China characteristics.The "five years plan for the development of the Central Party Regulations(2013-2017)" in the seventh chapter "perfect the construction of democratic centralism of the party regulations,accelerate the construction of inner-party democratic system" points out:"study and formulate the regulation of Chinese Communist's party affairs publicityThe essence of the party affairs publicity is changing the closed state of party's ruling power,therefore,the implementation of party affairs publicity needs to have a complete set of operational mechanisms to provide organizational security and system support.It can be said that the core of the party affairs publicity is to establish and improve the operational mechanisms.This paper adopts the positive analysis method,guided by the idea of the inner-party democracy,draws lessons from the experience of the government information publicity,and puts forward writer's own thoughts on establishing and perfecting the long-term operation systems of the party affairs publicity.This paper adopts the progressive structure,which is divided into five parts:The first part is the paper's introduction,which mainly describes the aim and importance of this paper,the analysis of the status quo at home and abroad about the party affairs publicity,as well as the main content of this paper.The second part discusses the basic theory of party affairs publicity.This part includes the basic meaning of the party affairs publicity and its theoretical origin.Lastly,the relationship between the government information publicity and the party affairs publicity.The third part points out the basic principles of party affairs publicity.This part expounds the basic principles of party affairs publicity.Then,describes the achievements in running publicity under the guidance of the principles of party affairs publicity.The fourth part discusses the problems during the operation of party affairs publicity.On the basis of confirming the positive effect,it points out the main six problems existing in the current operation of party affairs publicity,including the misunderstanding about the party affairs publicity,the lack of explicit content of party affairs publicity,the lack of flexibility in forms,the lack of rigorous procedure,the lack of organizational leadership mechanism.Lastly,supervision and evaluation mechanism in party affairs publicity lacks rigidity.In the fifth part,aiming at solving the current existing problems,this paper points out the systematic measures of perfecting the long-term operation of party affairs publicity:In view of the democratic consciousness of the party members,constructing the open working mechanisms of the party affairs publicity,establishing and perfecting the supervision mechanisms and supporting systems.Lastly,perfecting the evaluation mechanisms.
