With the amendment of the Criminal Procedure Law on January 1,2013,short-term prisoners start to be detained in the prison.In August 2013,according to the principle of custody classification,Women's Prison in G Province implemented centralized detention management for short-term prisoners.Since the past few years,the number of detained short-term prisoners has been increasing,which cause violations of discipline,declination of transformation power,and high recidivism rate.Thus,the management of short-term prisoners has become the key part of prison management.Those issues in short-term prisoners management not only cause trouble to law enforcement personnel in daily work,but also poses a great threat to the safety of prison supervision,which affects the security and stability of society.It is therefore helpful to improve the quality of prison work,reduce the cost of social execution and promote the scientific management of prison if we could solve the issue in managing short-term prisoners.There is no proper management system with in the Province which target short-term prisoners as they are new.The traditional management systems are designed for the long-term prisoners which do not take the short-term into consideration.In order to better manage the short-term prisoners,attend of 2013,the “Women's prison short-term prisoners management education Interim Provisions in G Province" was in traduced has tallies a supplement of actual prison management system without practical experience sand theoretical data.Although some modifications and additions have been made here after,the management issues for short-term criminals still remain.This paper firstly defines the definition of the Short-term criminals,and through analyzing the data to summarize characteristics of them: increasing trend of younger crime;education and social status are relatively low;complex criminal structure;account for a great proportion in criminal record.Through the Practical practice and data analysis,it reveals many management problems of the G Women's Prison,such as lack of the enthusiasm of their progress;high frequency violation;decrease in work enthusiasm.ex.There are many reasons for the problem,But in a closed environment,management policies and measures clearly accounted for the most important position,And also one of the easiest part for the prison police to grasp.The author uses the criminal policy of temper justice with mercy to analyze the existing measures and policies,and observe them with Maslow's theory of hierarchy,So as to sum up the management policies and measures,such as imperfect system,the failure of administrative punishment,the lack of pertinenteducation,the short training time,the lack of incentive for labor compensation and so on.The proposed prison should improve the classification system,smooth upgrade channel,To improve the level of poor treatment;to enhance the quality of short-term prisoners' s education,targeted education;standardized labor reform pre-job training,a variety of incentives to stimulate labor reform;increase the possibility of commutation,the implementation of the points system,the implementation of commutation to the "day" policy of commutation.
