Research On The Operational Mechanism Of Online Shopping Food Safety Insurance

In the context of the "Internet +" era,online shoppingfood is more and more sought after by consumers.Nearly two years,there is rapid development of the number and scaleof online food trading platform.But in the sampling food of China Food and Drug Administration,China Consumers' Association and China Entry-Exit Inspection and Quarantine Agency,much online shopping food does not meeting national standards for food safety and leds to a variety of security incidents.To regulate the frequent occurrence of food safety accidents,China has promulgated the "Food Safety Law of the People 's Republic of China" and other legal documents.Central and local governments,as well as the relevant online shopping platform also released and implemented the relevant rectification measures.However,through the questionnaire survey and the investigation of some insurance company,the author found that the actual food safety management process is still plight,and the introduction of food safety liability insurance can be of an important significance for online shopping food safety management,for which this theme is chosento focus on a comprehensive study.The text is divided into seven parts.The first part is the meaning of this topic,the background and the elaboration of research methodsThe second part is the area of food purchase and food category studied in this paper.At the same time,it briefly compares the principle of imputation of product liability at home and abroad and the application of punitive damages.The third part mainly introduces the legal regulation and rectification measures of online food safety in our country.Even so,the management of online food safety is still plagued,such as weak delivery conditions,weak consumer rights,and uncoordinated supervision.The fourth part is analysis of necessity of food insurance for online food safety management from the food consumers,food producers and operators,insurance companies and government,and analysis of the feasibility of food safety liability insurance from the market,basic theory and practical experience.The fifth part is about the develop style of food safety liability insurance in China's food safety field.Even if the food safety insurance on food safety management work has a certain function,but I believe that the introduction of food safety insurance is still early.A government-led food insurance products should firstly be developed,and the operating process of government-led food insurance model is generally designed.The sixth part is the set of the insurance contract subject,scope of liability,insurance rate and other specific terms in the case of government-dominated mode and commercialization.And the author discusses the measures that should be taken of relevant government departments in the regulatory platform,financial subsidies,improving the society awareness for food liability insurance and other aspects,construction of insurance companies in product innovation and improvement measures compensation mechanism etc.The last part is the conclusion.Through the analysis,research and demonstration of the above chapters,the author believes that the management of online food safety is one of the important work related to the healthy life of the people.And in order to ensure the efficient and systematic operation of the whole management system,not only to strengthen Government social management responsibilities,improve the level of professional ethics,but also actively introduce insurance companies as a third party regulatory agencies,to promote the enterprise to improve capacity in the management risk,and the legitimate rights and interests of consumers can be timely and effective protected.
