As a Proverb says,“The Court is the King under the rule of law.The King is the law under the rule by man.” The judicial system and judicial reform of a country directly reflect how a country ruled of law and how human rights be guaranteed.In recent years,the loss of county staff in the judiciary,particularly the loss of the judges yearly increases.Many judges from the Supreme Court to the grass-roots Court eventually chose to resign.However,in comparison with the sharp decrease of judicial staff represented by the resignation chaos of judges,the ordinary social enthusiasm of litigation rises increasingly because of the reinforcement of people's legal awareness along with the development of society.Therefore,facing the present intensified contradictions between mounting litigation requirements and the limited judicial resources,allocation of judicial resources has become a major task for China's modern judicial reform.Hence,under the background of new normal economy,a much more unique perspective from economic analysis is needed for judicial reform to judge allocation problems of judicial resource in China.At present,on one hand,our judicial resources can be structurally adjusted from the supply side and demand side and realize judicial supply and dynamic balance by increasing the effective supply and optimizing demand of Justice;on the other hand,promoting coordination between judicial costs and judicial benefits by save judicial costs and boost judicial benefits.To achieve the harmony of the judiciary and judicial fairness of the whole society based on the scientific idea of lawsuit view.
