With the continuous development of society,the goal of government's reforms is to build a service-oriented,rule of law-oriented,high efficient,competitive,open and pro-innovation government,which requires to establish a team of professional civil servants with high qualities.At present,the performance appraisal of China's civil servant is mainly focus on five aspects as virtue,ability,diligence,performance and honesty.The assessment is divided into four grades,excellent,competent,basic competence and incompetent.The assessment results of many civil servants are "competent ".The simple and indistinct evaluation method has been unable to select or train outstanding civil servants,but encourage everyone to pursue mediocrity,and become one of the "competent".The western developed countries have already started to carry on the exploration in the civil servant performance appraisal,such as the United States,France,Britain,and Singapore.They have obtained massive theoretical and practical achievement.In recent years,some domestic scholars began to explore the performance evaluation system of civil servant.However,it did not form an all-round and credible evaluation system,which includes clear evaluation indexes.Therefore,the paper researches to build an all-round,objective and quantitative performance evaluation system of civil servant,based on three-dimensional evaluation model,which includes task performance,contextual performance and adaptive performance.The system must clear and definite the indexes and their weight,combined with the actual work of civil servants in our country and the advanced experience of foreign countries.Firstly,the paper describes the status of domestic and foreign research on the performance appraisal of civil servants,introduces some related concepts and theories of the performance,and analyses the status,problems and causes of performance appraisal of civil servants at home and abroad.It is necessary to reform the performance appraisal system of civil servants.Secondly,the paper analyses the contents of current civil servant performance appraisal,summarizes people's research on the civil servant performance evaluation,interviews some civil servants who work in personnel departments,and then builds a preliminary performance evaluation system of civil servants in three dimensions,which includes task performance,contextual performance and adaptive performance.The paper obtains data through the a questionnaire survey of civil servants from XX county,screens the evaluation indexes in application of statistical analysis,reliability analysis,exploratory factor analysis and other methods.The paper selects an optimal evaluation model by using confirmatory factor analysis,and determines the weight of each evaluation index by the Delphi method,and ultimately builds a performance evaluation model of civil servant with 35 evaluation indexes.Finally,the paper uses the model to appraise some civil servants randomly selected in XX county.It finds that the model is more scientific and advanced according to the compare between experiment results with previous assessment results.The article also provides some reference for the reform of civil servant assessment methods.
