Technical officers play the crucial role in scientific construction of the army.In order to adapt itself to the information wars,the army has gradually completed a series of policies in evaluation,selection and management of its officers.In recent years,the army has adjusted a number of military laws and policies,which has steadily upgraded the overall quality of the technical officers.Despite its valuable experience in evaluation of the technical officers,the army has a lot of issues that are not suitable for new missions and new conditions,such as the simplified evaluation methods,the too principled evaluation contents,the insufficiency of strictness in disciplinary supervision,and the lack of rigidity in evaluation results,etc.Consequently,to strengthen and improve the evaluation of technical officers are of great importance and should be studied academically.The construction of a scientific and complete evaluation system will not only ensure in the policy level the quality of military cadres but also direct the way the technical officers make overall and harmonious progress.Based on the current situations of the evaluation of the PLA and by referring to the evaluation systems of foreign armies,this paper tries to build up an index system of evaluation for technical officers.Firstly,the weight of each index in the system is to be analyzed and solved by adopting the analytic hierarchy process;then the method will be refined by adopting the genetic algorithm to solve the problem of inconsistency in judgment matrix;at last,the fuzzy synthetic evaluation method will be used to make an overall evaluation so that the final results can be obtained.According to research results,a software system of the technical officer's evaluation is developed,and applied to a communications regiment of technical officer's evaluation activities,the practical results have been achieved.
