The Research On The Government Behavior Of Stimulating The Development Of Innovative Enterprises In Fujian

The innovative enterprise is a kind of enterprise which has good performance in the R&D capability,independent intellectual property rights,innovation performance and innovation management.The "13th Five-Year plan”emphasized that making full use of the leading role of indigenous innovative capability of the innovative enterprise,and that guiding the innovative enterprises become the main body of independent innovation.After ten years of cultivation and development,the development of innovative enterprises in our country have made certain achievements.But it's in the immature stage for the development of innovative enterprises.Therefore,the government still plays an important role in guiding and encouraging the development of innovative enterprises.Since Fujian started the work about cultivating innovative enterprises in 2007,the constant development of innovative enterprises is guided and encouraged by government behavior.In this context,it is necessary to optimize government behavior on the development of innovative enterprises to improve the effectiveness of government behavior and further promote the development of innovative enterprises by analyzing the government behavior on the innovative enterprises and countermeasures in Fujian Province.This paper summarizes the academic research on government behavior which motivates the development of innovative enterprises,and points out the enlightenment that the incentives for the development of innovative enterprise from behavior of government through combing the theory of government function,the theory of institutional innovation and the theory of indigenous innovation.By analyzing the typical countries(such as USA,Japan)and China's national and regional level(such as Beijing,Jiangsu,Guangdong)in government behavior on the incentive of innovative enterprises' development,summed up the experience and enlightenment from domestic and foreign government behavior in innovative enterprise development.This paper summarizes the major government behavior on encouraging the development of innovative enterprises in Fujian Province,and discusses the current situation of government behavior on innovative enterprises in Fujian through the form of questionnaire and interview.In empirical research,the paper takes the data form both the seventh to eighth batch of formal innovation enterprises in Fujian and the questionnaire and interviews to the multiple linear regression analysis:chooses government policy guidance,governmental funding support of project,platform building,corporate R&D expenditure,enterprise R&D personnel and the investment on corporate staff education as independent variable,and the dependent variable is the indigenous innovation performance of innovative enterprise.The results show that the influencing degree of the government behavior factors which are significant positive correlation from high to low are corporate R&D investment,corporate R&D personnel investment,governmental funding support of project and government policy guidance;and the other government behavior indicators did not pass the significance test.At the same time,there are some analysis on the basis of measurement analysis to explore why is this result from the government's point of view.Then,taking two innovative enterprises in Fujian as an example,this paper discusses the role of government policy guidance and funding support of project in growth process of selected innovative enterprises.Based on the enlightenment of the governmental behavior from home and abroad,the degree of influence to government behavior and innovative enterprises' demand to governmental behavior,regression analysis as well as cases analysis,this paper puts forward the suggestions on the government behavior of the enterprises in Fujian Province from three aspects of calling for much higher government financial support,improving and refining government policy and strengthen the construction of platform.
