Exploration On The Basic Social Security From The Perspective Of Welfare Pluralism

Social security concerns the well-being and interests of the people,and the overall development of stable reform.Eighteenth National Congress of CCPC proposed to give high priority to ensuring and improving people's wellbeing,to solve the most pressing and real problems of the greatest concern to people.Therefore,establishing and promoting social security system which is compatible with economic development is of great theoretical and practical significance to maintain economic reform and social development and realize the well-off society in an all-round way.In this paper,the social assistance and national treatment,which includes income,medical care and old-age care security,are defined as the Basic Social Security.From the perspective of welfare pluralism,this paper makes an analysis of people ' s satisfactory and expectation evaluation about the basic social security,the selection on social assistance and a comprehensive understanding of the public opinions about the Basic Social Security in last three years.The targeted people are vary from different age,education,income and occupation.The survey was covered from all the 11 prefecture-level cities in Zhejiang Province from the year 2014 to 2016 for three consecutive year,which is carried out by Computer Assisted Telephone Interviewing.The results show that in the past three years,the government has been highly appraised by the public about the Basic Social Security performance in terms of income,medical care and old-age care security,and has shown diversified demand.The public is confident of Basic Social Security development in the future.The satisfaction of in-system groups towards the Basic Social Security is generally higher than that of other groups.The public has shown the traditional chaxu structure in the choice of social assistance.The nonprofit organization has lower public recognition and social influence.The satisfaction of enterprise staffs on Basic Social Security ranks at the bottom.Based on above analysis,the author puts forward the countermeasures and suggestions to improve the Basic Social Security from the government,the market,the nonprofit organization and the family in the welfare pluralism perspective.
