Research On Supply-side Structural Reforms Of Rural Public Goods In China

Socialism with Chinese characteristics has crossed the threshold into a new era.This is a new historic juncture in China's development.And it also means that China faces a new historical task and a new historical mission.What we now face is the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.And these problems are particularly prominent in rural areas.Therefore,the strategy of rural revitalization was put forward in the 19 th National Congress of the Communist Party of China,and it's also put the solution to the "three rural issues" as the most important task of the work of the whole Party.The 2018 Central Document also states that we will promote comprehensive agricultural upgrading,comprehensive rural development,and comprehensive development of farmers,with greater determination,clearer goals,and more powerful measures,in order to realize the goals of rural revitalization and write a new era of the countryside to fully revitalize a new chapter.The effective provision of rural public goods is an important cornerstone for comprehensive agricultural upgrading,comprehensive rural development,and comprehensive development of farmers.It is also the key to building a well-off society in an all-round way.But,at this stage,it faces many difficulties of the supply of public goods in rural areas.From the perspective of the supply side,the main manifestations are the structural problems of the supply content,the supply body,the supply methods,and the supply regions.Therefore,in order to solve the difficulties faced by the supply side of rural public goods,China urgently needs to carry out structural reforms in the supply side of rural public goods.General Secretary Xi Jinping emphasized that the main tasks of supply-side structural reform are: address overcapacity,reduce inventory,deleverage,lower costs,and bolster areas of weakness.Based on the main spirit of General Secretary Xi Jinping's supply-side structural reform and the characteristics of China's rural public goods supply,this article proposes that the supply of rural public goods should be scientifically effective,the supply entities should be diversified,the supply methods shuould be optimized,and the supply area must be coordinated.Only in this way can we solve the structural problems in the supply side of rural public goods in China,achieve efficient and high-quality supply of public products from villages,and meet the increasing demand of the public goods of the broad masses of farmers.This thesis mainly discusses from four parts.Part I:Introduction.This part mainly introduces the thesis selection basis and research significance,the research status quo summary,and clarified the paper's research methods,framework structure and innovation and so on.Part II:Discusses the related issues of Supply-side Structural Reforms of rural public goods in China.First,this part defines the concept of rural public goods and structural reforms on the supply side,and analyzes the basic issues of the structural reforms on the supply side of rural public goods.Then,analysis the necessity of the Structural Reform of China's Rural Public Goods Supply from the three Aspects of implementing the strategy of rural revitalization,improving the supply level of rural public products,and guaranteeing the needs of farmers sharing reform and development.Finally,from the theory of supply and demand of classic Marxist writers and the related theory of supply-side structural reform in the new era of Xi Jinping's socialist ideology with Chinese characteristics,the theoretical basis for the structural reform of the supply side of public goods is described.Part III:Structural problems and causes of supply-side structural reforms of rural public goods in China.This section first elaborates the structural problems of the supply content,supply body,supply methods,and supply regions of China's rural public goods.Based on this,it analyzes the causes of these problems and proposes solutions to the structural reforms of China's rural public goods supply side.Part IV:Countermeasures for supply-side structural reforms of rural public goods in China.This part mainly elaborates the concrete measures of supply-side structural reform of China's rural public goods from the aspects of scientific and effective supply of rural public goods,diversified development of supply main bodies,optimized combination of supply methods,and regional coordination of supply structure.These specific measures provide beneficial exploration for China to fundamentally solve the structural problems existing in the supply side of rural public goods.Increasing the effective supply of rural public goods is an important issue that needs to be solved in rural areas.This article starts from the perspective of supply side of public goods,and explores the problems existing in structural reforms in the supply side of rural public goods in China.It also proposes corresponding countermeasures as the main innovation of this article.
