With the construction of service-oriented government,improving the quality of public services has become an important direction for the transformation of government functions.In this context,cultivating a civil service team with strong public service motives and spirit has become an inevitable choice for building moderm government functions.Public service motivation has become an important part to give impetus to the construction of service-oriented government.The motivation,as one of the three major issues of modern public management,has been neglected in public management research.With the need to implement service-oriented government reforms,public service motives have gradually become an important issue in public management research.Building a theory of motivation based on public sectors will help enrich the research area of public management.Combined with realistic and theoretical background,this study aims to explore the antecedent variables that affect the motivation of public services.From the perspective of social network theory,this study explores the relationship between network centrality and public service motivation,and how this relationship is moderated by organizational commitment and transactional leadership.Through the establishment of a theoretical model between network centrality,organizational commitment,transactional leadership,and public service motivation,we do the research about the mechanism of network centricity on public service motivation.This study used regression analysis and other methods to empirically analyze 206 civil servants' survey questionnaires.The results show that network centrality has a significant positive effect on civil service public service motivation;organizational commitment plays a partial intermediary role between network centrality and civil servants' public service motivation;transactional leadership moderated the relationship between organizational commitments and public service motivation.The research enrich the public service motivation from the perspective of network centricity,demonstrating that organizational commitment is an important intermediate mechanism for network centricity in the process of public service motivation,and it has also enriched the research on leadership situation factors.Research provides important practical guidance for the public sector to enhance public service motivation.
