The public security fire service is an important part of the national public service.Public Security Fire Brigade is an important law force department to perform the function of fire supervision and law enforcement.In recent years,the Public Security Fire Brigade has gradually established a complete performance appraisal system under the guidance of the relevant theory of performance appraisal.The performance appraisal of cadres of the detachment level of Zhejiang Public Security Fire Brigade still needs to be optimized to better meet the needs of new situation and new tasks due to subjective consciousness,operation level,existing system and function characteristics,etc.The author thinks that there are still some problems in the existing performance appraisal system of the Detachment unit of the police fire troops in Zhejiang Province such as lack of system,improper selection of subjects,extensive indexes,general methods,lack of feedback efficiency and single incentive means through questionnaire survey and interview investigated analysis.Based on the objective management theory and 360-degree performance appraisal,the optimization by using the Delphi method and analytic Hierarchy process,this paper starts with perfecting the evaluation system,adjusting the main body,improving the index,clarifying the method procedure,paying attention to the performance feedback and enriching the reward and punishment system,and combining the actual task of the force,to optimize the existing performance appraisal system,In order to optimize the performance appraisal system,while the scientific operation can effectively promote the performance management level.This paper is divided into 6 chapters.The first chapter includes issues raised,research target and the situation researched by aboard and china research papers,in order to introduce the research basis point of improving the performance appraisal system on leaders and cadres in Detachment of Zhejiang Public Security Fire Brigade.The second chapter introduces the concepts and basis theories involved in the Performance Appraisal Institute of the Detachment-level unit cadres.The third chapter introduces the present system and implementation of the performance appraisal of the cadres of the detachment level of the police fire brigade in Zhejiang province.The fourth chapter is to analysis the existing problems in the performance appraisal system on leaders and cadres in Detachment of Zhejiang Public,by analyzing Satisfaction Questionnaires and interview result,to find out the problems of the current performance appraisal system.The fifth chapter is the detail suggestions to improve the performance appraisal system on leaders and cadres in Detachment of Zhejiang Public Security Fire Brigade.The sixth chapter is the conclusion and expectation of the paper.
