Based on Comprehensive emergency management theory,holistic governance and stakeholder theory,through the investigation of Weinan City and Yan'an City,this paper finds out the dilemma existing in the practice of emergency management of trans-boundary emergencies,and probes into its appearance and causes.On the basis of defining and analyzing the roles of stakeholders in emergency response collaboration,this paper leads to the choice of targeted strategies.Trans-boundary emergencies are characterized by their transborder nature and rapid transmission,but the present localized thinking on emergency management has played an obstacle role to a certain extent,and the typical bureaucratic hierarchy has also led to fragmentation of the system and the excessive decentralization of resources and power,leading to the substitution of departmental interests or individual interests to the public interests.There are three reasons behind this undesirable phenomenon: technology,concept and system,for example,the normalization thinking extends to the abnormal management,the lack of information and resource sharing standard and the compensation mechanism of the benefit are the important reasons that affect the internal collaboration of the government departments.Therefore,to ease the fragmentation of power structures and balance the tension between public,sectoral and personal interests,it is reasonable to construct the internal emergency collaboration mechanism of local government in trans-boundary emergencies,which is the inevitable trend of the holistic government.Specifically,institutional provision can provide shared norms and ensure the sustainability of collaborative behavior;cultural construction can eliminate mistrust and promote mutual recognition among departments,and also can ensure the friendliness of collaborative behavior;while these abilities of executive leaders are also important,including interpersonal competence,the ability to bear responsibility and the decision-making ability,which can play a better role at the helm and with the leadership's sense of collaboration.can drive the internal members' willingness to collaborate with each other.
