Study On The Local Legislative Authority Of The City With Districts

Regional differences in environment and region lead to different levels of economic development,and the diversity of regional development makes it impossible for the central government to deal with all local problems.In response to various areas of increasing demand for local governance,March 15,2015,"on modifying the < the legislative law of the People's Republic of China > decision" passed,divided into districts of the city,enjoy the local legislative power,the specific scope of authority in urban and rural construction and management,environmental protection,historical and cultural protection to local legislation.Decentralization of local legislative power to all districts,with legislative power to satisfy the needs of regional governance capacity.Although the amendment of the legislative law is to grant the local legislative power of the district and give a certain scope of authority,it is the interpretation of the division of power between the central and local legislation.On the one hand,the division between the central and local legislative powers is the distinction between the central and local legislative powers.On the other hand,it is the division of the legislative body in China's market economy.The different levels of economic and social legislation in different regions make the local legislation of the city with districts show the characteristics of diversity.Therefore,many problems can be extended.Firstly,the lack of the capacity of the central legislative governance to deal with the diversity of local legislation in the cities with districts;Second,the city of the district has the problem of increasing the demand for local governance capacity and the unification of the national legal system;Third,the scope of central legislative governance and the scope of local legislative governance.Although many experts and scholars have studied the problems behind the amendment of the legislation law since the amendment of the legislation law in 2015,the above problems are still obvious.
