Study On The Functions Of Zhangjiakou's Government In The Construction Of Winter Sports Leisure Tourism Belt

The construction of Beijing Zhangjiakou Snow Sports and Leisure Tourism Belt is a new demand for the development of Beijing Zhangjiakou Region under the background of the coordinated development of Beijing-Tianjin-Hebei region as national strategy,the successful bid for the 2022 Winter Olympics and the country's vigorous development of ice and snow sports.There are abundant ski resources in Beijing and Zhangchang and there are differences in resources,Geographic location and macro-policies and other factors make the construction of ice-snow sports leisure tourism possible and necessary.In order to study the functions of the Zhangjiakou City Government in the construction of the Beijing Zhangbing Snow Sports and Leisure Touring Belt,we first explored the need for the government to perform its functions,then analyzed the use of government functions,and then studied the insufficiency of the functions of the Zhangjiakou City Government.In the end,the government of Zhangjiakou City put forward the direction of its future functions in the context of the construction of ice sports tourism with Beijing.This article uses the literature survey method to summarize the predecessors' research on the role of the government in the construction and sharing of regional resources,and to sort out the relevant policies to understand the government's every walking action plan.A field trip to the Jingzhang Ski Resort to understand ski resources and their current utilization and problems in the two places,During the inspection,we communicated with the staff of the ski resort and ski enthusiasts to fully understand the status and requirements of ski resources.Based on the theory of government functions,it explores the universal functions of local governments and the specific functions they should perform in different matters.Through research,it is concluded that in the current situation where market players are not well developed and market functions are not significant,Zhangjiakou Government should mainly play its economic management function in the construction of Beijing Zhangbing Snow Sports and Leisure Tourism Zone,and strengthen the guidance of market development from the perspective of macro-control.At present,the city government has played a part of economic functions,mainly in five aspects: First,provide support for policy planning;second,improve infrastructure construction;third,attract market players;fourth,strengthen industry market supervision;and fifth,adjust industrial structure layout.After investigating and analyzing the current status of government functions,it is found that there are still some deficiencies in the functioning of the Zhangjiakou Municipal Government,which are manifested as:The functions of the all-round government are “offside”,lack of due diligence,“misplacement”,lack of targeted “misplacement”,and “constrained” functions of multiple parties.In response to these deficiencies of government functions,combined with the requirements of the guiding government functional model,four suggestions are proposed for the optimization of the functions of the municipal government: The first is to scientifically position government functions;the second is to improve and perfect government functions;third,related departments perform their duties;and fourth,to actively strengthen inter-governmental cooperation.
