In the report of the 19th National Congress of the Communist Party of China,Xi Jinping pointed out that "After a long period of efforts,socialism with Chinese characteristics has entered a new era,which is a new historical orientation for China' s development." After 69 years of development,the Women' s Federation is facing new problems and new challenges in this new era.Some masses of women only understand the traditional function of rights protection,but not very clear about the functions of employment,entrepreneurship,and family construction.Some functions cannot meet the new demands of the masses of women,which cannot keep up with the new changes in the new era.For instance,some new female groups such as female founders at present,who have the spirit of innovation and are not interesting in the traditional functions of the women' s federation organizations.There are some single and outmoded issues in the method of the Women's Federation work,resulting to lose the connection with the masses of women.The Women's Federation urgently needs to change functions to resolve weak links,to reform the women' s federations to improve work quality and service levels,and finally to comply with the development of the times.From the perspective of a women' s federation worker,this article will explore the transformation path of women' s federation' s organizational function by exploring the staff of the women' s federations at all levels in Changchun City,interviews with the service object of the women' s federation' s organizations,arranging the evolution of women' s federations' functional development,and combining governance theory with resource dependence theory.Firstly,the reform of institutional settings is the basis for the transformation of functions.Explore the overall institutional reforms of group organizations and break the situation of group organizations“Act of one's own free will",to realize establishing the large group work models,and optimizing the allocation of resources,and encouraging cadres to do good work with masses across groups and fields.Meanwhile,do adjust the internal departments of the Women' s Federation and explore the transition of directly-affiliated units according to different job functions.Secondly,the transformation of the four major carriers through new channels is the key to the change of functions,including through entrepreneurial alliances and the“Chuangyue Think Tank”to encourage women to do entrepreneurial innovation,and the exploration of a multidimensional and comprehensive maintenance of rights,and transformation from inclusiveness to precision-enhanced“Skill Poverty Alleviation" people's livelihood work,and transformation of layers of conducting work methods through“seven 11 work methods and innovative grassroots organization settings;Finally,expand the new functions of the Women's Federation' s network informationization,and build a women's online media matrix,and establish a network and new media workforce.The transformation of the organization function of the women' s Federation will bring new vitality into the women' s Federation in the new era,to adapt to the multi service demands of different women,and to promote the orderly and healthy development of the women's Federation.
