The Reform Of Meteorological Administrative Examination And Approval System Based On The Perspective Of Government Function Transformation

The report of the 18th CPC National Congress proposed:"Deepen the reform of the administrative examination and approval system,continue to abide by the government,and promote the transformation of government functions to create a sound environment for development,provide quality public services,and safeguard social fairness and justice."Under the background of promoting the transformation of government functions,the problems existing in the administrative examination and approval system of meteorological departments have become more and more prominent,and some have become institutional obstacles to the development of meteorology.Promoting functional changes and strengthening the functions of meteorological public services and social management require meteorological departments to speed up the reform of the administrative examination and approval system.This paper intends to study the reform of the administrative examination and approval system of meteorological departments on the basis of the theory of service-oriented government and market failure.Through the analysis on the status quo of the reform of the administrative examination and approval system of meteorological departments,the problems in the reform process are identified,such as lack of initiative,single reform ideas,lack of innovation,and irregular management of intermediary service organizations.Analysing the causes of the problems and proposing measures to deepen the reform of the administrative examination and approval system for meteorological departments in terms of speeding up the transition of functions,strengthening the rule of law in meteorological departments,improving and perfecting the supervision mechanism for administrative examination and approval of meteorological departments,and regulating the behavior of meteorological industry organizations and intermediaries.The proposal is to further promote meteorological departments to deepen reform,standardize the operation of administrative power,and promote the transformation of government functions of meteorological departments.
