Research On The Promotion Of Township Government's Public Service Capacity From The Perspective Of Urban Rural Integration

Rural vitalization strategy was first proposed on the 19^th CPC Congress,and it also proposed that establish and perfect the mechanisms,speed up modernization in agriculture and rural areas”.Town governments face great challenges in their public service capacity to drive forward urban-rural integration comprehensively,inclusive of the equalization of public services in urban and rural areas and the transition of government functions.It's a puzzle of how to break down the urban-rural dual system,as it's more than abolishing relevant institutions.In fact,resource and human resource enjoy free mobility between urban and rural areas,and what should be done is to transform effectively government functions,and enforce real urban-rural equalization in education,Medicare,old-age care and other key public service sectors in the lights of requirements for equalized public service in socialist market system.This thesis employs literature review methods,comparative analysis methods and case analysis methods.It introduces the research background for the improvements of government public service capacity in the context of urban-rural composition,elaborates theoretical knowledge as well as home and abroad literature on urban-rural composition and concepts of government public service capacity.The thesis also analyzes in detail the status quo and development dilemma of government public service capacity of L town in Wu Ning County,which is aimed at figuring out issues as equalization of L town government public service,marginalization of the public service function,Lack of public service consciousness,random selectiveness of government policy execution etc.It studies the deficiency of government public service supply,unbalanced public service motivation system,and restrictive factors in the location of public service policy.Analysis of the current urban and rural integration and township government's public service capacity improvement dilemma.Establishing and improving the system of public service for township governments in accordance with rights and responsibilities,creating a diversified supply channel for public service,and establish a public service oriented performance evaluation system,accountability incentive system,stimulate the masses'consciousness establish a two-way mechanism for public service decisions,the thesis provides suggestions for the construction of public service capacity.With these suggestions,the thesis hopes to provide constructive references for village and town governments'public service equalization construction and government function construction in the context of urban-rural composition.
