Research On The Substantive Inequality Among Grass-root Level Negotiation Subjects

Since the 18 th national congress of the communist party of China,Chinese deliberative democracy at the grass-roots level in the theory and practice has made great achievements,but there are also many problems,among them,the negotiation between the main body of the substantive inequality problems worth exploring.Equality is a prerequisite for consultation.If there is inequality between the parties,the validity of the consultation is impossible to discuss.The substantive inequity between the primary consultative parties is relative to formal inequality.The issues of substantive inequality are mainly manifested in four aspects,namely,unequal consultation opportunities,unequal consultation resources,unequal consultation capacity and other inequities.The main reasons are: the weakness of deliberative democratic theory,the lack of consultative system or the influence of the primary negotiation subject itself.Based on this,the corresponding countermeasures to solve the problem of substantive inequality mainly include: strengthening the propaganda of deliberative democracy and enlarging the scope of the negotiation subject;Innovate and improve the basic consultative system,standardize the behavior of the deliberative body;We will improve the consultative capacity of grassroots consultative bodies and cultivate qualified consultative bodies.
