Non-leadership position officials,who occupy the vast majority of civil servants,are playing a vital role to the success of the grass-roots work.How to train and cultivate this part of talents and promote them a rational and orderly flow,making grassroots "living water" flowing into the civil servants "river" and weeding out those who are incompetent and inadaptable,is the fundamental guarantee of promoting a comprehensive and strict administration of the Party,extending it to the grassroots and improving the ability of governments at the grass-roots level to govern.Our party and government have always attached great importance to the grassroots units,attached great importance and paid more attention to the construction of grassroots civil servants,moreover,they have conducted a wide range of exploration and practice in mobilizing the grassroots units,stimulating team combat effectiveness and creativity.In recent years,with the further development of making comprehensive moves to strengthen Party self-discipline,the vitality of grass-roots civil servants has been activated,whose service capacity and level are continuously improved as well.However,there are a lot of problems in the flow of non-leadership position officials at the grass-roots level,which is affected by,various factors,among which,the factors such as the large flow-resistance,the unreasonable flow,the serious excellent brain drain have weakened the work enthusiasm of grassroots civil servants,affected the efficiency of basic-level organization and caused the waste of talent resources.Based on the basic theory of human resource flow,the paper discussed the necessity of the flow of non-leadership position officials at the grass-roots level.By combined with the configuration of non-leadership position officials and the interview situation of part of the relevant personnel,and the development and operation status of civil servant mobility management system in China,it analyzed the causes of the problems existing in the flow process and the impact on the service quality and efficiency of grassroots government,which aiming to provide reference for basic-level government to strengthen the development and utilization of human resources.The paper is divided into six parts:The first part is an introduction.By consulting a large number of documents and relevant laws and regulations in China,the paper introduced the research background and significance of the research,summarized the current status of relevant researches at home and abroad,clarified the research methods and related theories of this paper,and determined the framework for this paper.By the combing of the civil servants' mobility management system and the analysis of operational status in China,the second part summarized the problems existing in the mobility management of non-leadership position officials at the grass-roots level in China.In the third part,taking the civil servants' mobility management in the non-leadership positions in Meilie District,Sanming City,Fujian Province as an example,the paper further grasped and analyzed the issue of the civil servants' mobility management in the grassroots non-leadership positions summarized in the second part.The fourth part analyzed the reasons and the impact of the formation of the mobility management problems of non-leadership position officials at the grass-roots level in China.The fifth part is the focus of this paper.Based on the in-depth analysis of the issues summarized in the previous section,it proposed measures and suggestions for strengthening the management of the civil servants in non-leading positions at the grassroots level,which is,starting from personnel management,improving the standardized personnel management system,establishing and improving a long-term supporting mechanism for mobile management,which including the mechanisms for mobile trials,assessments,adjustments and supervision.The last part is the conclusion of this paper and summarized the main points of this paper.
