Research On Metadata Management Of Open Government Data In China

The metadata management of open government data is one of the important issues in the process of government data openness and sharing,and it is the key to achieving the overall planning,opening,and sharing of government data.This article conducts a comparatively comprehensive research and comparative analysis of the relevant research on the metadata management of open government data at home and abroad,and puts forward the proposal of metadata management to the open government data in China,so as to provide references for future related research.This article is divided into seven parts:The first part is the introduction.This paper expounds the background and significance of this topic,summarizes the domestic and foreign research status,enumerates the research methods,and explains the new ideas.The second part is the concept definition and theoretical basis.This paper defines the important concepts in the article,combines the contents of the metadata life cycle model and the linked open government data life cycle model,as well as the characteristics of government data,and proposes a metadata management of open government data life cycle model to guide the actual operation.The third part is the analysis of the metadata management needs of China’s open government data.Through the semi-structured interview method,we get the metadata management users’ needs of our country.As we use grounded theory and content analysis to analyze the results,in order to provide evidence for guiding domestic and foreign research and proposing suggestions for China.The fourth part is the content of metadata management of open government data.Taking the metadata management of open government data life cycle model as a logical sequence to organizing the practice of metadata management of those countries and regions that get leading position in open government data.The fifth part is the issues of the metadata management of open government data in China.Combined with the results of the needs survey and the metadata management of open government data research by foreign countries,we summarize the deficiencies in the field in China.The sixth part is the suggestions on the metadata management of open government data of our country.Analysing the survey results,based on existing issues in China,drawing on experience from abroad,and combined with China’s actual situation,we put forward relevant recommendations for China’s metadata management of open government data to guide actual operation.The seventh part is conclusion and outlook.We review the contents of the article,point out the deficiencies of the study,and put forward the direction for the follow-up related research.
